About this file
This is a Request for Quote (RFQ) issued by the Illinois Department of Public Health for the procurement of archival document storage containers. The agency seeks 2,000 archival-quality document cases that comply with National Archives and Records Administration (NARA) specifications to be delivered to the Howlett Building in Springfield, Illinois. This is a one-time purchase with delivery required within 60 days of contract award. The cases must meet specific dimensional requirements (10x9x5 inches), include features such as metal edging, hinged lids with telescoping shallow fronts, and be constructed with acid-free, lignin-free paperboard buffered with calcium carbonate. Vendors must submit product specification sheets and independent test results or certifications verifying compliance with NARA standards, including testing data for pH balance, smoothness, abrasion resistance, and bending resistance per specified TAPPI standards. The selected vendor must possess all mandatory qualifications and submit quotes through the BidBuy electronic system.
Quotes must be valid for 90 days from submission and include all expenses in the quoted price. The vendor must provide a warranty guaranteeing that all cases meet specifications for a minimum of one year from delivery, with defective cases replaced at no additional cost. Packaging must prevent moisture damage, warping, or handling damage during shipment, with late delivery subject to penalties or award cancellation. The State reserves the right to reject all offers or individual offers that fail to meet any requirement, and award will be made to the vendor offering the lowest price while meeting all mandatory qualifications. Contact information is provided through Craig Foxall at Craig.Foxall@illinois.gov for inquiries regarding this procurement.
