About this file

This is a Vendor Questions and Answers addendum for BidBuy #26-448DOIT-ADMIN-B-50565, issued by the State of Illinois Department of Innovation and Technology (DoIT) for a Low Earth Orbit Satellite Internet procurement. The solicitation seeks to establish an indefinite quantity, joint purchase master contract with a single authorized Starlink partner to provide Starlink LEO Satellite Terminals, Accessories, and Service to governmental units and qualified not-for-profit agencies. The line items include an estimated quantity of 200 units for 50GB Monthly Priority Data plans, though all quantities are estimates for evaluation purposes only and do not represent guaranteed future orders. The original bid opening date was extended from January 28-29, 2026, to February 4, 2026. Equipment will be delivered to addresses specified on individual purchase orders, with most State orders going to the DoIT warehouse at 5300 S 6th Frontage Road, Springfield, IL 62703, though other governmental units and not-for-profit agencies may specify alternative delivery locations.

This procurement is limited to authorized Starlink partners, and vendors must provide documentation verifying their authorization to sell Starlink products and services; other LEO satellite providers are not eligible. The State is not seeking technical support or monitoring services from the vendor. Shipping costs are acceptable as direct pass-through charges of actual, documented costs without markup, surcharge, or additional fees, and all deliveries shall be made FOB Destination. Orders against the contract will be placed by the State or eligible institutions using approved purchase order or basic ordering agreement forms, with each order including applicable billing, shipping details, and relevant Starlink service agreements governing product and service usage.

Can you please clarify if responses will be accepted for Low Earth Orbit Satellite Internet outside of Starlink? Starlink is one supplier of LEO Satellite services but there are others.
This solicitation is specifically structured to establish a contract with an authorized Starlink partner. As stated in the bid documents, vendors must provide documentation verifying their authorization to sell Starlink products and services. Other LEO providers are not eligible under this procurement.

Could you please add a separate line for the 24/7 technical support and monitoring fee or any other applicable service?
The State is not seeking technical support or monitoring from the vendor as a part of this solicitation.

Should shipping costs be included? If so, could you please add a line for this?
Pass-through shipping costs will be acceptable. Please see 1.3.1 of the updated contract for details.

1.3.1. ORDERING PROCEDURES: Vendor shall provide the products and services under this contract on an as-needed, if-needed basis. All Orders placed, including invoices, shall be between the governmental unit/qualified not-for-profit agency and Vendor, not a subcontractor. Orders against this Contract will be made by the State using a State-approved form (e.g., Purchase Order (PO)/Basic Ordering Agreement (BOA)) as the need arises. Other eligible institutions may use their own purchase orders. Each individual order shall include applicable billing and shipping details, as well as any applicable Starlink service agreements or terms governing product and service usage. Shipping charges shall be invoiced as a direct pass-through of actual, documented costs. Vendor shall not apply any markup, surcharge, or additional fees beyond the verified shipping charges. On bid solicitation main page, for item 1, it says quantity 200. is the State intending to buy 200 units 50GB Monthly Priority Data plans ? If so, will this purchase be a single order with a single delivery date? or is this an estimate of units purchase throughout the contract?
All quantities listed are estimates for evaluation purposes only and do not represent any guarantee of future orders. This solicitation seeks to establish an indefinite quantity, joint purchase master contract awarded to a single vendor to enable governmental units and qualified not-for-profit agencies to obtain Starlink Low Earth Orbit (LEO) Satellite Terminals, Accessories, and Service.
