About this opportunity

Illinois Department of Central Management Services (CMS), in agreement with the Chief Procurement Officer for General Services, is establishing a joint purchase master contract for John Deere mower repair parts to be purchased on an as-needed basis, with bids due August 11, 2026 and a mandatory pre-bid conference on July 28 via Webex. No small business, minority-owned, women-owned, persons with disabilities-owned, or veteran-owned business set-asides or preferences apply.

The contract makes parts available to all eligible governmental units and qualified not-for-profit agencies throughout Illinois. Vendors must supply newly manufactured parts meeting or exceeding OEM specifications; remanufactured or reconditioned parts are not acceptable. A 90-day return authorization period allows unused parts in sellable condition to be returned for full credit with no restocking charges. Minimum order threshold is $500; orders below that amount incur additional freight charges as a separate line item. Vendors are responsible for all delivery costs on F.O.B. Destination basis.

The initial contract term commences upon final execution and runs through November 30, 2031, with a maximum total term not exceeding ten years. Contract prices must remain firm for the first year following execution. One upward price adjustment may be applied thereafter no more frequently than once per six-month period, subject to CMS approval, with vendors required to submit written requests including verifiable documentation. The State may consider CPI and PPI when evaluating price-change requests.

Vendors must carry General Commercial Liability insurance of at least $1 million per occurrence and $2 million annual aggregate, plus Auto Liability and Workers' Compensation Insurance as required by law. The contract is subject to Illinois Prompt Payment Act, prevailing wage requirements where applicable, and all applicable federal, state, and local laws. Bidders may claim Illinois Business Preference or Domestic Product Preference by submitting appropriate affidavits or designations with their bids. All vendors must complete the Vendor Disclosure and IPG Active Registered Vendor Disclosure forms.
