About this opportunity
The State of Illinois Department of Central Management Services is issuing an Invitation for Bid (IFB) to establish a joint purchase master contract for the procurement of Flood Emergency and Control Products. The required items include polypropylene woven sand bags and poly reinforced film sheeting with detailed specifications provided. Bidders must establish a "guaranteed reserve" inventory of the products to be stored in a weather-protected location. The initial contract term is 5 years, with a maximum total term of 10 years including renewals. Bids are due by the "Bid Opening Date" listed in the solicitation, and the State will award to the lowest responsive and responsible bidder. Pricing for the products will be subject to economic price adjustments based on the Producer Price Index.
This procurement has a 9% Business Enterprise for Minorities, Women, and Persons with Disabilities (BEP) participation goal, but is not a Small Business Set-Aside. The State may partially or completely fund this contract with federal dollars. Vendors must be registered in the State's BidBuy e-procurement system prior to contract award. The State has provided a directory of over 100 certified BEP vendors qualified to provide transportation, shipping, and freight services related to the Flood Emergency and Control Products. No incumbent vendor information or award value ranges are provided in the documents.
