About this opportunity
The state of Illinois is issuing an Invitation for Bid (IFB) for a joint purchase master contract to provide flood control products such as sandbags and sheeting. The contract will have a term of five years with no renewal options, and the Department of Central Management Services (CMS) is seeking bids to supply the specified products for emergency and immediate need situations. Vendors must bid on all line items to be considered for an award and will be required to maintain a guaranteed reserve inventory for governmental units and qualified not-for-profit agencies throughout the contract term. The IFB includes a pre-bid conference on March 21, 2022, and electronic submissions are due by April 6, 2022. Pricing must be provided per unit of measure based on minimum order quantities, with pricing to be firm for the first year and subject to economic adjustments thereafter based on the Producer Price Index.
The solicitation has a 10% Business Enterprise for Minorities, Women, and Persons with Disabilities (BEP) participation goal, but no Veteran Small Business (VSB) participation goal. A separate BEP Utilization Plan document outlines the policies and procedures related to the BEP program, including the requirements for certified vendor participation and the Good Faith Efforts process. A listing of certified BEP vendors is provided as part of the solicitation. The prior incumbent contractor information is available through a FOIA request, and the overall contract value is not specified.
