About this opportunity

The State of Illinois, through the Department of Central Management Services (CMS), is procuring electric vehicle charging stations (EVSE) and associated services, including site analysis, deployment planning, installation management, network services, and maintenance and repair. The contract seeks to install Level 2 and Level 3 EVSE at approximately 33 state and local government facilities across Illinois, with the potential for expansion to other governmental units and qualified non-profit agencies. Prospective vendors must provide a range of EVSE equipment, network, and service offerings, and comply with detailed technical and performance specifications outlined in the Request for Proposal (RFP). The contract term is nine years, with a total term not to exceed ten years. A pre-submission conference is scheduled for August 23, 2023, and proposals are due on October 27, 2023.

The procurement includes a 7% Business Enterprise Program (BEP) participation goal for Minority-Owned Business Enterprises (MBE), Women-Owned Business Enterprises (WBE), and Service-Disabled Veteran-Owned Small Businesses (SDVOSB), but no Veteran Small Business Program (VBP) goal. The State will award to a single responsive and responsible Offeror, and the estimated contract value is $31,508,087.29. The successful vendor must also comply with prevailing wage requirements for applicable trades during the installation and maintenance of the EVSE.
