About this opportunity

The state of Illinois is issuing an Invitation for Bid (IFB) to establish a joint purchase master contract for drugs and pharmaceuticals. The contract will have an initial term of six years with a maximum total term of ten years. The purpose is to enable governmental units and qualified not-for-profit agencies to purchase drugs and pharmaceuticals on an as-needed basis during the contract period. Vendors must submit bids by the specified due date and the state intends to award to the responsive and responsible vendor who submits the lowest percent discount off the final price. Pricing will be based on the vendor's Wholesale Acquisition Cost (WAC) and Public Health Services (PHS) price lists, with agreed-upon mark-up percentages. The vendor must honor any ADAP crisis task force discounted pricing that is lower than the contract pricing. The state is seeking detailed pricing information for a comprehensive list of branded and generic medications, including unit costs and total estimated quantities, across product categories such as tuberculosis, sexually transmitted diseases, and HIV/AIDS antiretroviral drugs.

The solicitation includes Minority, Women, and Disabled-Owned Business Enterprise (MWDBE) goals and Veteran Small Business goals. Subcontracting is allowed, and the vendor must report annually on hiring of veterans and ex-offenders. The state has provided a list of MWDBE certified vendors that may be used to satisfy subcontracting requirements. No incumbent vendors or budget ranges are specified, but the total estimated spend across 340B qualified and non-340B qualified entities is $600 million.
