About this opportunity

The state of Illinois, through the Department of Central Management Services (CMS), is issuing an Invitation for Bid (IFB) to establish a joint purchase master contract for governmental units and qualified not-for-profit agencies to purchase attenuator inertial barrel systems and repair parts on an as-needed basis for a term of four years, with the potential to extend the contract up to ten years total. The attenuator inertial barrel systems must meet approval from the U.S. Department of Transportation Federal Highway Administration (FHWA) and be compatible with existing systems. Vendors must submit bids by October 15, 2020, and the contract will be awarded to the responsive and responsible bidder submitting the lowest price. The IFB allows for economic price adjustments based on the U.S. Bureau of Labor Statistics Producer Price Index for transportation equipment.

The contract opportunity has a 7% Business Enterprise for Minorities, Women, and Persons with Disabilities (BEP) participation goal, but no Veteran Small Business Participation (VSBP) goal. The state has provided a directory of BEP-certified vendors to facilitate the identification of potential subcontractors. The state may terminate the contract due to lack of appropriations or for convenience with 30 days' notice. The contract was previously awarded to John Thomas, Inc. for a 48-month term with no renewal options, with a total award amount of $560,452.50.
