About this opportunity
The State of Illinois Department of Central Management Services, in cooperation with the Chief Procurement Officer for General Services, is issuing an Invitation for Bid to establish a four-year joint purchase master contract for real estate appraisal services by county to serve governmental units and qualified not-for-profit agencies. The procurement seeks to award multiple vendors within designated counties to provide certified appraisal reports prepared in accordance with the Uniform Standards of Professional Appraisal Practice, appraisal reviews, real estate market research and data analysis, and general real estate valuation assistance. All appraisals must be self-contained certified reports specifying client identity, intended use, property details, scope of work, valuation approaches, and highest and best use opinions with signed USPAP-compliant certifications. Required vendor qualifications include current State of Illinois certification and MAI designation, general commercial liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, auto liability coverage of $1,000,000 per occurrence, worker's compensation insurance as required by law, and applicable professional licenses. The contract has an initial term of four years commencing March 1, 2026, with a maximum total term not exceeding ten years including renewal options. The pre-bid conference is scheduled for January 7, 2026 at 1:00 PM via WebEx, the bid opening is set for January 14, 2026 at 11:00 AM, and bids are due by January 16, 2026. Vendor questions must be submitted in writing no later than 72 hours before the bid opening date. The pricing structure is estimated with an indefinite quantity designation, meaning no total maximum amount is specified, and the State will award contracts to the lowest priced responsive and responsible bidders. All services must be performed within the United States, vendors must comply with Illinois prevailing wage rates for the locality where services are performed, and no mileage charges are permitted. Subcontractors with annual contract values exceeding $100,000 require prior written approval and must complete Standard Illinois Certifications.
Bidders must comply with Illinois procurement law and may claim applicable preferences, including the Illinois Business Preference and Domestic Product Preference, by submitting required affidavits or designations with their offers. The procurement includes provisions encouraging the hiring of qualified veterans and certain ex-offenders who may be eligible for employment tax credits. All vendors must submit either the IPG Active Registered Vendor Disclosure form if they maintain active Illinois Procurement Gateway registration, or the comprehensive Vendor Disclosure form if they lack active IPG registration; failure to provide required disclosure information may result in disqualification. The solicitation requires submission of all documentation electronically through BidBuy, and bids must remain firm for 180 days from the opening date. No bid bonds or performance bonds are required, though a $15 administrative fee is required for vendors awarded contracts of $1,000 or more to cover administration expenses related to the Minority Contractor Opportunity Initiative. The contract structure designates primary and secondary vendors within each county based on lowest overall bid price, with end-users contacting vendors in order of selection. No specific budget range or award value is disclosed in the procurement documents, as the contract is structured as an indefinite quantity agreement to be utilized on an as-needed basis by authorized governmental units and qualified not-for-profit agencies throughout Illinois.
