About this opportunity

The Town of Waterford, Connecticut is soliciting proposals from a single design-build team to investigate, design, permit, furnish, install, test, and commission HVAC upgrades at the Jordan Fire House, 89 Rope Ferry Road, under RFP 26-016. A mandatory pre-proposal walkthrough at the project site on November 12, 2026 at 10:00 a.m. is required for proposal consideration, and proposals are due December 3, 2026 at 2:00 p.m. through the Town's e-Procurement Portal.

The design-builder assumes all licensed professional design and complete construction under one contract, subject to Town approval of the design before installation. Scope includes boiler replacement with required heating zones, second-floor hall cooling, attic cooling replacement with affected distribution, ventilation, controls, and electrical work. Work must preserve firehouse operations and emergency response access throughout construction. Covered workers require proof of OSHA construction safety and health training.

Pricing requires one firm lump-sum base price covering design, labor, materials, equipment, permits, prevailing wages and fringes, bonds, insurance, and temporary services, broken into six cost categories: site investigation and design; demolition and removal; HVAC equipment and installation; electrical work and controls; testing and commissioning; and general project costs. Sales and excise taxes are excluded because the Town is exempt. Prices remain firm for ninety days from the submission deadline.

Bid security equals 10 percent of the bid, by certified check or bid bond, for bids exceeding $50,000. Performance and payment bonds are required for contracts exceeding $50,000 and $100,000, respectively. The draft contract requires performance security equal to 100 percent of the contract sum where applicable, along with general liability of $1,000,000 per occurrence and $2,000,000 aggregate, professional liability of $1,000,000, and statutory workers' compensation. Project includes State of Connecticut funding and is subject to Connecticut prevailing wage requirements under General Statutes Sections 31-53 and 31-55a, with hourly wage rates ranging from $22.20 to $69.55 and fringes from $7.34 to $45.08, adjusted each July 1, and certified payrolls required. The draft contract sets liquidated damages of $1,000 per calendar day and payment within forty-five days of accepted invoiced work, less 5 percent retainage.

Evaluation uses a 100-point scale: technical design and approach (40 points), qualifications and municipal experience (30 points), cost proposal and pricing structure (20 points), and project phasing and continuity (10 points). Questions are due by the request-for-information deadline of November 23, 2026 at 4:00 p.m., with responses due November 26, 2026 at 4:00 p.m. Bid opening is held via Zoom.
