About this opportunity

The Town of Hamden, Connecticut is soliciting proposals under RFP 2703 for Construction Management at Risk services covering preconstruction and construction phases of a new Fire Station 2, with questions due December 3, 2026 at 12:00 p.m. and sealed proposals due December 10, 2026 at 11:00 a.m. Respondents must show successful CMR experience on at least three public building reconstruction or new construction projects in Connecticut, each exceeding $5,000,000 in project cost and reaching substantial completion between July 1, 2016 and July 31, 2026. Small Business Enterprise and Minority Business Enterprise spending allocation goals are set at $754,802 and $366,301, and the selected contractor must demonstrate good faith efforts toward those goals. State prevailing wage rates apply to all construction work.

The scope covers design and construction of a roughly 16,000-square-foot fire station at 466 Putnam Avenue, coordinated with the Town Engineer and project architect H2M Architects and Engineers. The facility must comply with Connecticut Tier 3 and CALEA Accreditation standards. The contract uses a modified AIA A133 with modified A201 General Conditions. The awardee must furnish payment and performance bonds and carry general liability limits of $1,000,000 and general aggregate limits of $3,000,000. The second solicitation document describes pricing that includes preconstruction fees, a guaranteed maximum price for construction costs, and general conditions expenses, and it describes site visits and a pre-bid meeting for interested bidders.

Project funding totals $11,100,032 in state funds administered by the Connecticut Department of Economic and Community Development and the Department of Emergency Services and Public Protection.

Evaluation weights are relevant experience at 25 percent, team qualifications at 20 percent, understanding of project goals at 20 percent, design approach and innovation at 15 percent, references and client feedback at 10 percent, and price at 10 percent. The town will short-list three to five firms for interviews and detailed fee proposals. The contract goes to the highest-ranked firm, with final selection based on interviews and fee reasonableness. Submissions require one original, three copies, and a flash drive delivered to the Hamden Government Center Finance Office at 2750 Dixwell Avenue, where proposals will be publicly opened.
