About this opportunity

The City of Charlotte, North Carolina, on behalf of Charlotte Water's Fleet Division, is issuing an Invitation for Bid (ITB FY26-ITB-07) for the purchase, delivery, and installation of one new John Bean 700 Gallon Sewer Jetter mounted on a 2026 Ford F-550 4x4 diesel chassis with a 120-inch CA configuration and powered by a 99 HP John Deere Tier 4 engine. The procured equipment shall include a 40 GPM 3,000 psi Giant Pump system with 600 feet of 3/4-inch hose, wireless remote controls, specialized nozzles, a washdown system with 25-foot self-retracting hose reel, LED lighting assemblies, three aluminum toolboxes, and optional equipment such as a true count digital footage meter and autowind/hose alignment assembly. The jetter is required to address operational limitations when the department's trailer-mounted jetter cannot safely access certain piping system blockage removal areas. All bids must be submitted electronically through the Charlotte Water Bonfire e-Procurement Portal (https://charlottenc.bonfirehub.com) by March 17, 2026, at 2:00 p.m. Eastern Time, with public bid opening on the same date at 5100 Brookshire Boulevard, Charlotte, North Carolina, with virtual viewing available. Written questions must be submitted by March 6, 2026, at 2:00 p.m., and no pre-bid conference will be held. The bid must be submitted as a lump sum price that includes all shipping, delivery, discounts, vendor markup, storage costs, and on-site training on an FOB Destination basis. Contract award is anticipated by March 2026, with an effective date in April 2026. Evaluation will be based on the lowest responsive responsible bidder considering vendor qualifications and experience, quality, delivery, and workmanship, with bids remaining valid for 120 calendar days from the bid opening date and contract pricing remaining firm for the entire contract period.

Only manufacturers or authorized distributors of the John Bean Sewer Jetter manufactured by Durand-Wyland, Inc., are eligible to bid; no alternate manufacturers will be considered. The procurement is not subject to any Charlotte Business Inclusion (CBI) program goals or set-asides; however, all bidders must complete the Minority/Woman-owned Small Business Enterprise (MWSBE) Utilization Form disclosing their own MWSBE certification status and documenting outreach efforts to maximize MWSBE subcontractor and supplier participation. Bidders are required to comply with the City's Commercial Non-Discrimination Policy, certify non-discriminatory practices in subcontractor and supplier solicitation and selection, and disclose any discrimination complaints or legal proceedings filed within the past ten years; false certification constitutes grounds for bid rejection and contract termination with potential disqualification from City contracting for up to two years. All successful bidders must maintain commercial general liability insurance with minimum limits of $1,000,000 per occurrence and workers' compensation insurance meeting North Carolina statutory requirements, comply with E-Verify requirements, and certify that the company is not investing in Iran or boycotting Israel. The contract includes a one-year initial term with no minimum purchase requirements or financial obligation to the City absent issuance of a purchase order, and the City reserves the right to terminate for convenience with thirty days' written notice or for cause without a cure period under specified circumstances. No incumbent vendors or current contractors are identified in this solicitation, and no specific budget range or award value is disclosed in the procurement documents.
