About this opportunity

The City of Tucson is conducting a competitive one-step procurement for a Job Order Contract (JOC) to retain approximately three contractors for park lighting installations and repairs. The scope encompasses sports field, parking, landscape, and general park area lighting services, with individual job orders not exceeding $1,000,000. Contractors will be evaluated using a points-based system across four key categories: Qualifications and Experience of the Firm (50 points), Approach to Performing Required Services (25 points), Quality Management Plan (20 points), and Subcontractor Selection Plan (5 points). The contract term will be one year with four potential one-year renewal options, with services requested on an as-needed basis. The solicitation was published on June 26, 2024, with a pre-submittal conference scheduled for July 8, 2024, and statements of qualifications (SOQs) due by July 17, 2024, at 2:00 PM local Arizona time. Evaluation will focus on the firm's background, comparable project experience, key personnel qualifications, project management approach, quality control processes, and subcontractor selection methodology.

The procurement includes specific set-aside and enterprise participation requirements, particularly for Disadvantaged Business Enterprises (DBE) and Small Business Enterprises (SBE). The City has established an aspirational 12% DBE participation goal and requires contractors to demonstrate good faith efforts in engaging disadvantaged and small businesses. Potential funding sources include Housing and Urban Development (HUD) funding, which mandates compliance with federal regulations such as Davis-Bacon and Related Acts. The estimated budget for the first year is approximately $850,000, with the contract potentially utilizing various funding streams. Contractors must adhere to strict compliance requirements, including Section 3 Program guidelines that prioritize employment and contracting opportunities for low-income persons. Non-compliance with DBE, SBE, or Section 3 provisions can result in significant penalties, including withholding payments, contract termination, and disqualification from future bidding. The contract emphasizes the importance of assigning highly trained personnel to work on high-voltage lighting systems to ensure safe and effective project completion.
