About this opportunity

The City of Tucson is conducting a competitive one-step Request for Qualifications (RFQ No. 240005) to retain one contractor for a Job Order Contract (JOC) focused on fire hydrant and fire-related infrastructure services. The procurement seeks a qualified contractor to provide comprehensive services including installation of fire hydrants, fire services, water meters, water connections, short main extensions, large meter installations with site enclosures, and emergency main extensions and repair work for Tucson Water. Contractors must submit detailed qualifications demonstrating team and firm experience, work methodologies, and available resources. The evaluation will use a points-based system across four criteria: Experience and Qualifications of the Team (35 points), Experience and Qualifications of the Firm (30 points), Method of Approach and Available Resources (30 points), and Subcontractor Selection Plan (5 points). Key submission requirements include team member qualifications, past project experiences, references, and local regulatory knowledge. The solicitation has a submittal deadline of Monday, August 14, 2023, at 2:00 P.M. local Arizona time, with a pre-submittal conference scheduled for Thursday, August 3, 2023, at 11:00 am via Microsoft Teams.

The contract includes multiple small business and disadvantaged business enterprise provisions, specifically targeting participation from Small Business Enterprises (SBE) and Disadvantaged Business Enterprises (DBE). The City of Tucson has established an aspirational 12% DBE participation goal and requires contractors to comply with Section 3 HUD regulations, mandating that 25% of total labor hours be performed by Section 3 Workers, with 5% from Targeted Section 3 Workers. Contractors must have a City of Tucson Business License and provide comprehensive insurance coverage. The contract term is one year with four potential one-year renewal options, and individual job orders will not exceed $100,000. The estimated first-year budget is $2,000,000, with services to be requested on an as-needed basis. While the contract is not exclusive, it provides an opportunity for a qualified contractor to perform critical water infrastructure maintenance and installation services for Tucson Water, with potential for ongoing work through renewal options.
