About this opportunity
Stockton Port District is requesting sealed bids for Job Order Contracting services for electrical services, including medium and high voltage systems across Port facilities, with bids due November 19, 2026, and a mandatory pre-bid conference on October 20, 2026 at 10:00 a.m. at the Port Administration Building.
Bidders must hold a valid California Class C-10 Electrical Contractor License; joint ventures must obtain a joint venture license prior to award. All personnel accessing secure areas of the maritime facility must obtain Transportation Worker Identification Credentials (TWIC). The scope covers small to medium-sized repair, rehabilitation, replacement-in-kind, and minor new construction projects across Port facilities. Subcontractors performing work exceeding 0.5% of the Job Order price must be identified.
The base contract term is three years with two optional one-year renewal terms, subject to mutual agreement. Bidders must submit three adjustment factors applicable to the Construction Task Catalog: Normal Working Hours, Other Than Normal Working Hours, and Non-Prepriced Tasks. Award is based on a weighted Award Criteria Figure calculated from these adjustment factors. Bid security of $10,000 is required, submitted as a cashier's check, certified check, or surety bond. Performance and labor and material payment bonds will be required upon award for each Job Order. Prevailing wage requirements per California Labor Code apply.
Questions are due by 5:00 p.m. on November 5, 2026, with final responses issued by November 10, 2026. Pre-bid conference attendance is mandatory for bid eligibility. Notice of Intent to Award is scheduled for November 23, 2026; Commission Meeting on December 7, 2026; and Notice of Award on December 8, 2026. Successful bidders must execute the Agreement within 14 days of Notice of Award and provide required insurance certificates, performance and payment bonds, and safety submittals before commencing work.
