About this opportunity

The City of Tucson's Environmental General Services Department and Housing and Community Development are seeking up to three contractors for a Job Order Contract (JOC) to provide comprehensive roofing services for various city buildings. The procurement is a competitive one-step process targeting roofing contractors capable of performing small repairs to full roof replacements, with the primary objective of ensuring prompt and effective roof maintenance to minimize damage and inconvenience to building occupants. Contractors will be selected through a points-based evaluation process measuring Qualifications of the Firm (40 points), Experience of the Firm (40 points), Firm Resources (15 points), and Subcontractor Selection Plan (5 points). The solicitation (RFQ No. 230008) has a proposal due date of November 4, 2022, at 2:00 PM local Arizona time, with a pre-submittal conference held on October 18, 2022, via Microsoft Teams. Individual job orders under this contract will not exceed $250,000, with an estimated first-year budget of $200,000, and the contract will have an initial two-year term with potential for up to three additional one-year renewals.

The contract includes significant set-aside and enterprise participation requirements, specifically targeting Small Business Enterprise (SBE) and Disadvantaged Business Enterprise (DBE) participation. Contractors must comply with Section 3 requirements, which mandate that 25% of labor hours be performed by Section 3 Workers and 5% by Targeted Section 3 Workers. Federal funding sources, including Housing and Urban Development (HUD), will subject some projects to additional wage rate and labor standards requirements, such as Davis-Bacon Act provisions. Contractors must be licensed by the Arizona Registrar of Contractors and prepared to provide performance and payment bonds. The City encourages DBE participation through race and gender-neutral methods, with an aspirational 12% DBE participation goal, and requires extensive documentation of subcontractor solicitation and good faith efforts to include disadvantaged businesses. Pricing will be negotiated, with labor rates varying based on business hours, after-hours, weekends, and holidays, and contractors must use the City's online Contract Compliance System to track and report subcontractor payments.
