About this opportunity
The State of Illinois is conducting an Invitation for Bid (IFB) solicitation to establish a Joint Purchase Master Contract (JPMC) for boiler compound, water, and waste treatment chemicals. The contract will enable the Illinois Department of Central Management Services (CMS), governmental units, and qualified not-for-profit agencies in Illinois to purchase these products on an as-needed basis during the 4-year contract term, with no option to renew. The IFB outlines detailed specifications for the required chemical products, including boiler compounds, water additives, sewage and waste treatment chemicals, and water testing supplies. Bidders must submit pricing, samples may be requested, and deliveries must be made within 14 days of order placement to any location within Illinois. The contract pricing is estimated, not firm, and may be adjusted up to once every 6 months based on changes in the Producer Price Index.
The solicitation has an 11% Business Enterprise for Minorities, Women, and Persons with Disabilities (BEP) goal, but no Veteran-Owned Small Business (VOSB) participation goal. Vendors must demonstrate their commitment to utilizing certified BEP vendors to meet the established goal through a Utilization Plan, or request a full or partial waiver with Good Faith Efforts documentation. The successful bidder is Walter Louis Chemicals and Associates, and the total award amount is $1,134,324.05. The State reserves the right to award by line item rather than as a whole.
