About this opportunity

The State of Utah Division of Purchasing is soliciting bids under IFB JH27-125 for aerial seeding services across approximately 54,303 acres burned by the Cottonwood Fire, with bids due October 26, 2026 and work to be completed by November 20, 2026. Award will be made to the single lowest cost responsive and responsible vendor.

No mandatory site visit will be held; however, potential bidders are strongly encouraged to inspect the project site to assess general and local conditions affecting contract performance costs. Failure to inspect does not constitute grounds for post-award claims. The scope includes detailed aerial seeding specifications provided in Attachment B; supporting geospatial files (KMZ format) define project boundaries across low-elevation, high-elevation, Beaver Canyon, Cottonwood TLA, and private lands zones.

The vendor must guarantee pricing through project completion with no price adjustments permitted during performance. Bids must conform strictly to solicitation requirements without exceptions, modifications, or additional terms; bids containing conditional language will be rejected. Pricing is public information; vendors may claim business confidentiality with appropriate documentation and redacted versions.

Bidders must certify compliance with Utah Code Annotated provisions, including restrictions on economic boycotts and the boycott of the State of Israel, and restrictions on forced labor products and restricted foreign entities. The State reserves the right to conduct discussions with responsive vendors and request best and final offers, but may accept responses without discussion. Award notification does not constitute a binding contract until a fully executed purchase order or contract is received.

Supporting contract documents include Vendor Prerequisites guidance, Purchase Order Terms and Conditions (Attachment A), detailed Scope of Work (Attachment B), and project layout maps.
