About this opportunity
The State of Utah Division of Purchasing, conducting procurement on behalf of the State of Utah Division of Wildlife Resources, issued IFB JH27-101 for shrub seedling planting services with bids due September 10, 2026. The contract has been awarded to Great Basin Native Gardens as the lowest cost responsive and responsible bidder at a total contract value of $18,240.00, significantly under the estimated budget of $38,000.00.
The scope requires planting 38,000 shrub seedlings supplied by the state across three geographically dispersed locations in Utah: 25,000 seedlings at West Canyon near Eagle Mountain, 6,000 seedlings at West Stansbury in Skull Valley, and 7,000 seedlings at North Sheeprock Mountains near Vernon. The contractor must commence planting on October 20, 2026, and complete all planting by November 20, 2026. Great Basin Native Gardens proposed unit pricing of $0.48 per seedling across all three sites.
No mandatory site visit was held prior to bidding, though vendors were strongly encouraged to conduct independent site inspections. Evaluation and award were based on cost alone, with the contract awarded to the single lowest-cost responsive and responsible vendor based on combined pricing for all three line items. Thirteen vendors submitted bids, with competing proposals ranging from $20,520.00 to $122,740.00.
The contractor must guarantee pricing through project completion, is responsible for all delivery and transportation costs under F.O.B. Destination Freight Prepaid and Allowed terms, and must obtain all necessary permits and licenses. The contractor is required to maintain commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $3,000,000 aggregate. Payment is made within thirty days of receipt of a correct invoice. The compressed 31-day planting window and geographic dispersion across multiple regions represent the primary operational considerations.
