About this file

This Scope of Work attachment is associated with an Invitation for Bid (IFB) issued by the State of Utah Division of Purchasing on behalf of the State of Utah Division of Wildlife Resources for shrub seedling planting services. The project requires the planting of 38,000 shrub seedlings across three designated locations: 25,000 seedlings at West Canyon near Eagle Mountain, 6,000 seedlings at West Stansbury in Skull Valley, and 7,000 seedlings at North Sheeprock Mountains near Vernon. The contract timeline is fixed, with planting operations required to commence on October 20, 2026, and all seedlings must be planted by November 20, 2026. No mandatory site visit is required prior to bidding; however, potential bidders are strongly encouraged to inspect the project sites to assess local conditions and their impact on project costs. The IFB anticipates a single contract award to the lowest cost responsive and responsible vendor based on combined pricing for all three line items.

The estimated budget for this project is $38,000.00. Vendors must guarantee their pricing through project completion, with no cost adjustments permitted after contract award. This solicitation does not include a pre-bid conference or bidders meeting. All evaluation and selection criteria will be based on cost alone, with the contract awarded to the vendor submitting the lowest overall bid for the combined planting services across all three locations.

ATTACHMENT B: SCOPE OF WORK

Bid #JH27-101 PROJECT: Spencer Fork Shrub Planting Fall 2026 LOCATION: Multiple locations across central Utah

Introduction The Utah Division of Wildlife Resources (DWR) is acquiring services for this contract to improve wildlife habitat by planting 38,000 shrubs to enhance winter range for big game and other wildlife. This task order requires the Contractor to furnish all labor, supervision, transportation, operating supplies, and incidentals.

SECTION I: CONTRACT REQUIREMENTS

Location and Description This project requires planting 38,000 shrub seedlings. Seedlings are grown in PL-50 pots (measuring 2.5 inches wide by 6 inches deep) and are encased in VEXAR mesh protectors. Work will take place across three specific sites in central Utah:

· West Canyon (near Eagle Mountain, UT): 25,000 seedlings | Coordinates: 40.40097, -112.08081

· West Stansbury (Skull Valley, UT): 6,000 seedlings | Coordinates: 40.660019, -112.674154

· North Sheeprock Mountains (near Vernon, UT): 7,000 seedlings | Coordinates: 39.997701, -112.46935 Total Shrub Seedlings: 38,000 (Note: For specific boundary locations, refer to the KMZ Google Earth files attached to the solicitation.)

Access to Sites Access is provided by a combination of paved highways, county dirt roads, and jeep trails. Four-wheel-drive (4WD) vehicles are strongly recommended in and around the project area. The contractor is solely responsible for transporting all equipment and crew to the work sites.

Specific Tasks

· Planting Specifications: The contractor must dig a hole at least 6 inches deep, remove the seedling from its tray, and plant it with the VEXAR mesh protector attached. The entire root wad and soil mass must be fully underground, with the top of the root wad level with the surrounding soil surface.

· Stability: Each plant must stand vertically with soil firmly packed around the base so it remains stable and upright.

· Equipment Recommendations: A hand-held gas or machine-driven hydraulic earth auger (mounted on a skid steer or tractor) with a 2.5-inch to 3.5-inch bit is strongly recommended to drill through rocky or frozen soil. Shovels, picks, and hand tools are permitted.

· Spacing: At most sites, a dozer will have cleared top sod along scalped rows to eliminate grass competition. Contractor crew members must plant seedlings 5 feet apart within these scalped rows.

Work Limits The Project Manager will issue a formal Notice to Proceed prior to the estimated start date once site conditions are suitable. Upon receipt of the Notice to Proceed, the Contractor shall promptly enter the project area, locate planting lines, and begin operations.

Contractor-Furnished Equipment & Pickup

· Equipment & PPE: No government equipment will be provided. The contractor must furnish all tools, augers, fuel, adequate work attire, and required safety gear (including ear and eye protection around machinery).

· Nursery Pickup & Tray Return:

· Heber, UT Nursery: Pick up 6,000 seedlings for West Stansbury and 7,000 seedlings for North Sheeprock Mountains.

· Springville, UT Nursery: Pick up 25,000 seedlings for West Canyon.

· Tray Return: Empty trays must be returned to their respective pickup nurseries upon completion.

Environmental & Operational Standards

· Site Cleanliness: Refuse and empty trays must be cleaned up and properly disposed of off-site per local, state, and federal laws.

· Road Maintenance: Public or private access roads damaged by contractor operations must be restored to their original condition at contractor expense.

· Off-Road Driving: Off-road vehicle travel may be restricted on federal lands or during wet soil conditions to prevent rutting.

· Hazardous Materials: Safety Data Sheets (SDS/MSDS) and proper PPE are required for all fuel/petroleum products. On-site disposal or dumping of hazardous waste is strictly prohibited. Equipment leaks must be addressed promptly, and field maintenance requiring fluid drainage must use catchment containers.

· Work Hours: Authorized work hours are from 30 minutes before sunrise to 30 minutes after sunset. Operations in darkness require prior approval and adequate artificial lighting. Weekend or holiday work requires mutual agreement with the Project Manager.

Preservation & Cultural Resources

· Historical Findings: If crew members encounter historic, prehistoric, or archaeological artifacts/data, work in that immediate area must halt immediately, and the Project Manager must be notified.

· Cultural Resource Protection: Known cultural sites protected under the American Antiquities Act and Archaeological Resources Protection Act will be identified by the State. The contractor must prevent disturbance or damage to identified sites.

Contract Time & Performance

· Start Date: October 20, 2026

· Completion Date: November 20, 2026

· Past Due Notice: Unexcused delays attributable to the contractor may result in contract termination or negotiated price reductions for uncompleted acreage.

Inspection, Acceptance, & Payment

· Inspections: The Project Manager will conduct field quality checks during work and perform a final inspection upon completion (minimum 3 business days advance notice required). Deficiencies must be reworked to meet quality standards.

· Payment: A single lump-sum payment will be issued following final inspection and approval based on total seedlings planted. Partial payments require advance written authorization.

Change Orders

· Minor Change Order: Quantities may be adjusted up or down by up to 10% (3,800 units) via written notice at the original unit bid price.

· Major Change Order: Quantity adjustments exceeding 10% or significant scope adjustments will be negotiated formally with Division of Purchasing approval. Maximum change order calculations are capped based on remaining unfinished units:

SECTION II: BID REQUIREMENTS & INFORMATION

· Shapefiles & Maps: GIS shapefiles and KMZ maps are attached in the Buyer Attachments section of SciQuest.

· Questions: All inquiries regarding this procurement must be submitted in writing through the SciQuest portal.

· Bidding Unit: Bids must be submitted as a Price Per Planting Unit (1 unit = 1 properly planted seedling). The unit price must cover all labor, tools, equipment, fuel, mobilization, and operating costs; no fuel surcharges will be allowed.

· Contract Award: Award will be made to the lowest responsive and responsible bidder.

· Subcontractors: Subcontractors must receive written approval from the Project Manager prior to starting work. Bidders who previously defaulted or declined this specific project are ineligible as subcontractors.
