About this file

This is an Award Memo from the State of Utah Division of Purchasing and the State of Utah Division of Wildlife Resources for contract opportunity JH27-101 Spencer Fork Shrub Planting Fall 2026. The project involves the planting of 38,000 shrub seedlings across three locations: 25,000 seedlings at West Canyon near Eagle Mountain, Utah; 6,000 seedlings at West Stansbury in Skull Valley, Utah; and 7,000 seedlings at North Sheeprock Mountains near Vernon, Utah. The selected vendor must commence planting operations on October 20, 2026, and complete all planting activities by November 20, 2026. No mandatory site visit was held prior to bidding; however, potential bidders were strongly encouraged to inspect the sites to assess conditions that could affect contract performance costs. The award was intended to go to the lowest cost responsive and responsible vendor based on the combined cost of all three line items, resulting in a single contract award.

The estimated budget for this project is $38,000.00, with the vendor required to guarantee pricing through project completion. All bidders were expected to account for site-specific conditions and general local factors in their cost proposals, with no grounds for claims based on failure to conduct pre-bid site inspections.
