About this opportunity

The State of Utah Division of Purchasing and Division of Oil, Gas and Mining is seeking professional engineering services for the Mohrland Adit and Collection Box Project located in Emery County, Utah. This Request for Statement of Qualifications (RFSQ) is being conducted under Utah Procurement Code 63G-6a Part 15 for Design Professional Service Providers and Consultants. The project requires a licensed professional engineer with expertise in civil or mining engineering to perform a comprehensive site investigation, engineering design, and reclamation of an abandoned mine site. Specific deliverables include a phased design approach (30/60/90%), site assessment, water rights research, and preparation of bid-ready construction specifications. The technical evaluation will be based on six key criteria: investigation and field inventory, water rights research, engineering and design, construction specifications, project summary, and examples of previous work, with a total possible score of 500 points. The procurement timeline indicates the opportunity was posted on August 28, 2025, with proposals due by September 16, 2025, and all project deliverables required by June 1st, 2026. The contract term is set for five years, with the vendor selected based on the highest technical scorable criteria.

There are no specific set-aside designations or restrictions on organizational types mentioned in the procurement documents. The project is funded through the U.S. Office of Surface Mining Reclamation and Enforcement and the State of Utah, with contract award and authorization contingent on fund availability. Vendors are explicitly instructed not to include pricing in their qualifications, with compensation to be negotiated after vendor selection based on a determination of fair and reasonable terms. The procurement process allows for negotiation with the highest-scored vendor, and if an agreement cannot be reached, the state may proceed to negotiate with the next highest-scoring vendor. While specific budget ranges are not disclosed, the project involves engineering solutions such as an engineered adit bulkhead, collection box repair or replacement, and securing water line connections, with a focus on maintaining water supply to the town of Hiawatha and addressing potential water contamination risks from the abandoned mine site.
