ATTACHMENT B: SCOPE OF WORK

The VENDOR will prepare a detailed Work Plan, elaborating on this SCOPE OF WORK and defining key milestones and deliverables.

B.1 PROJECT DESCRIPTION

The Mohrland Adit, currently sealed with backfill, discharges water into a concrete collection box measuring 20 feet by 26 feet by 8 feet. This structure was constructed by the mining company to capture flow from the portal. From the collection box, water flows into a 5-foot by 7-foot concrete diversion box and is then piped to the town of Hiawatha, where it serves as a water supply.

Flow data from the Emery County Water Conservancy District, recorded from 2020 to present, indicates an average discharge of approximately 150 gallons per minute. However, recent measurements show a decline to around 30 gallons per minute, likely due to a leak in the pipeline upstream of the meter. Despite this, the actual discharge from the adit is believed to exceed 150 gallons per minute at present.

Subsidence has been observed both at the adit and around the collection box, creating the potential for contamination by exposing the water to surface conditions. This project will evaluate the extent of subsidence and develop a range of alternative remediation designs. Potential solutions include any combination of the following: the construction of a properly engineered adit bulkhead, the repair or replacement of the existing collection box, and the installation of a secure connection to the existing waterline.

OWNER requires the evaluation of both full replacement and repair options for each component. The selected consultant will assess the feasibility of repairs where appropriate and identify any regulatory requirements applicable to drinking water infrastructure. These requirements will be integrated into the design alternatives presented.

B.1.1 INTRODUCTION

The Mohrland Adit and Collection Box Project (AMR/015/940) is located at the abandoned Mohrland coal mine located on Mohrland Canyon Road approximately 10 miles northwest of Huntington, Utah. The Utah Division of Oil, Gas & Mining (DOGM/OWNER) is preparing to issue a contract for a site investigation, subsequent report, and engineering design for an adit closure and adjoining water collection box. The existing water collection box collects the discharge from the portal of a previously closed adit where subsidence has been observed and monitored in and around the adit closure and collection box.

Site History

In 1909, the Castle Valley Coal Company bought what would become the Mohrland (or King) Mine from small-scale miners and founded the town of Mohrland. In 1912, the United States Fuel Company bought the mine and townsite and further developed operations. By the late 1930s it had become more financially viable to mine the underground coal seams from the Hiawatha mine, also a United States Fuel Company operation. In the period 1938-1940, mining operations at Mohrland were discontinued, the town was abandoned, and the houses sold (Horn 1993). A cultural resource survey performed in 1983 led to the designation of the Mohrland mine and townsite as National Register-eligible with Smithsonian site number 42EM1642. OWNER planned and performed reclamation of eight mine portals and two coal refuse piles during the Mohrland Project (AMR/015/909) in 1993-1995. This reclamation included the No 2 King Mine (4160808HO003) located northwest of the water collection box approximately 50 ft.

OWNER initiated a statewide coal maintenance inventory during 2010-2011. As a result of that inventory, a project was identified and designated as Mohrland 3 (AMR/015/925) to address some minor maintenance issues identified within the original Mohrland project boundary (AMR/015/909). One reclaimed portal had sloughed open and one coal waste pile was identified as potentially needing additional revegetation. The portal was closed by OWNER’s staff and no work was done to the coal waste pile.

On June 6, 2023, OWNER inspected the collection box and noted two areas of subsidence, one at the northeast corner of the collection box and one at the adit, both exposing the water to surface.

B.1.2 PREVIOUS PROJECTS

OWNER has completed previous mine closure projects in the area including closure of nearby portals and repair of an historic culvert in the area. Owner has not previously worked on the Mohrland Adit or collection box.

OWNER anticipates that WORK leading to the final deliverables of the engineering design and construction specifications will take approximately 6-8 months. This includes time for review by OWNER. The VENDOR will assess the current condition of the site and recommend an appropriate course of action to restore the site to historical and useful purposes.

VENDOR should be prepared to attend several meetings throughout the design process. Examples of these include: a kickoff meeting at the beginning of design and update meetings at major milestones during the design process. Any additional meetings foreseen by the VENDOR should be identified in their Work Plan.

B.4 SITE ASSESSMENT

CONSULTANT will perform the following tasks:

Review existing information on the site, previously identified problems, and proposed solutions.

Examine and survey the adit/water collection box and assess stability.

Identify rights-of-way, water rights, utilities, pipelines, and other encumbrances and issues that might impact the proposed reclamation work.

Provide a Report of Investigations with recommendations for mitigating any issues identified in the site assessment to lead into the 30% design discussion.

B.5 ENGINEERING AND DESIGN

The VENDOR will engineer and design a solution for the Adit and Collection box applying accepted engineering standards and practices. In terms of sequencing, the VENDOR should complete the design in a 30%-60%-90% phase approach, culminating in bid-ready construction specifications, design drawings, and a detailed engineer’s cost estimate. All project-specific specifications and design drawings will be stamped by a Utah licensed professional engineer.

At the 30% level, design will present two or more design alternatives and respective estimated costs. OWNER will select the preferred option to inform the 60% and 90% designs.

At the 60% level, the design will present Draft specifications and drawings for the selected design alternatives and, if necessary, a Storm Water Pollution Prevention Plan and application for a General Construction (Storm Water) UPDES permit. The 60% design memo will include an engineering report documenting methods used for site assessment, engineering and design, and cost estimation.
