About this opportunity
The Incorporated County of Los Alamos Procurement Division is requesting bids on electrical materials for the Jemez Mountain Fire Protection Project under IFB27-15, with bids due September 30, 2026, and anticipated award October 9, 2026 pending Department of Homeland Security & Emergency Management (DHSEM) review. The project is funded entirely through FEMA sub-grant DR-4652-0006-NM and requires compliance with Davis-Bacon Act prevailing wage requirements, equal employment opportunity provisions, debarment and suspension prohibitions, and domestic preferences for United States-manufactured products.
The scope encompasses singlemode fiber optic cable (3 reels of 13,125 feet each), SEL relays and controllers, SCADA equipment, SEL Linam Aru autoRANGER fault indicators with remote fiber optic displays and 8-hour timed-reset duration, new (non-refurbished) transformers with Bay-o-Net fuse links and dead-front loop-feed configurations, and mule tape in 3/4-inch by 1,000-foot rolls. Critically, Los Alamos County standardizes exclusively on Schweitzer Engineering Laboratories (SEL) equipment for relays, controllers, and recloser controllers and will not accept alternative manufacturers such as S&C regardless of functional equivalency, to maintain compatibility with existing infrastructure. The fiber optic cable must meet ITU-T G.657A1 standards with specified optical and mechanical performance characteristics, supplied on wooden drums.
Bidders may respond to specific line items without bidding all items. Evaluation criteria include accurate submission of all required documents, cost, lead time, and material conformance to specifications. Delivery is to the Los Alamos County Procurement Division at 101 Camino Entrada, Los Alamos, New Mexico 87544, with Net 30 payment terms. A non-mandatory pre-bid conference was held September 17, 2026; Addendum 1 (September 18) and Addendum 2 (September 25) modified specifications and clarified that transformers must be new, not refurbished, and that SEL fault indicators are specifically required due to superior functionality. Bidders must acknowledge receipt of both addenda with their bid submission. Procurement contact: Jeffrey Culin, 505.661.4568, jeffrey.culin@losalamosnm.gov.
