About this file

This is an addendum to an Invitation for Bid (IFB27-15) issued by the County of Los Alamos Procurement Division for electrical materials required for the Jemez Mountain Fire Protection Project, funded under FEMA Sub-Grant No. DR-4652-0006-NM. Addendum No. 2, dated September 25, 2026, modifies the original solicitation documents and addresses specifications for fault indicators and transformers. The addendum clarifies critical technical requirements, including specifications for fault indicators with remote fiber-optic display, timed-reset duration of 8 hours, large core capability, and 15-foot lead length. The County specified that transformers must be new, not refurbished. Respondents are required to acknowledge receipt of this addendum by submitting a signed copy with their bid submission. The procurement contact is Jeffrey Culin, Procurement Operations Manager, reachable at 505.661.4568 or jeffrey.culin@losalamosnm.gov.

The addendum addresses bidder questions regarding product options and pricing terms. Notably, the County clarified that it seeks the SEL Autoranger fault indicator specifically due to its superior functionality for detecting fault current across varying conditions on the project site, rather than alternative products that require manual high or low trip rating selection. Regarding pricing, bidders should hold wire pricing as long as possible, as bids will undergo review by DHESM prior to award issuance. The project addresses infrastructure needs related to fire protection systems in the Jemez Mountain area, with funding provided through the federal disaster relief grant mechanism.

Question

Regarding the Fault Indicator, We will need more information from the customer to determine what type of FCI they would like. The webpage below has several options for FCIs with different reset methods.

Answer they do not offer the remote LIGHTED fault indicator of the specified SEL autoranger. For a nighttime fault, a lineworker would be required to go to the cabinet and look for the indicator to show a fault when the specified SEL Autoranger will

Table 79 from the specifier's guild BR100003EN has a good summary.

If we look at the current reset FCI catalog for example we can get a part number with a high trip rating to accommodate the 600A system current and get part number SCHI. There are additional options as well.

S.T.A.R.™ current reset faulted circuit indicators catalog:

While Eaton manufactures quality products, they are missing a critical function in this case. This fault indicator requires the selection of a high or low trip rating when the Autoranger does not require us to decide. The fault current will be higher along Camp May road but considerably less at the top of the mountain near the tower sites.

The SEL Autoranger was specified for a purpose and this is a lesser functional substitute.

Question

How long is the County expecting bidders to hold the wire pricing?

Answer
