About this opportunity
The County of Los Angeles Justice, Care and Opportunities Department (JCOD) is requesting proposals for Executive Coaching and Nonprofit Leadership Development Intensive Program Services for the JCOD Incubation Academy, with proposals due October 13, 2026.
The scope comprises executive coaching, nonprofit leadership development curriculum, capacity-building workshops, and technical assistance delivered to community-based organizations (CBOs) serving justice-involved individuals. The program targets small nonprofits and CBOs that have historically faced barriers to accessing traditional County funding and government contracts, with particular emphasis on organizations implementing care-first and racial equity approaches. Services include individualized and cohort-based coaching sessions, organizational capacity assessments, financial management and governance training, grant-writing support, and ongoing technical assistance tailored to participating CBOs' specific needs. The contractor must comply with HIPAA privacy and security requirements and maintain a Business Associate Agreement framework for handling protected health information.
Eligible vendors may request consideration of applicable preference categories or certifications through the Request for Preference Consideration attachment. Vendors must complete a Pending Litigations and Judgments disclosure as part of the qualification process.
The solicitation provides a Sample Compensation Schedule template establishing rate structures for various service categories and deliverables, including individual coaching sessions, group training workshops, capacity-building consultations, and technical assistance. Pricing proposals must align with the sample schedule framework. The work order format allows flexibility in customizing contract terms while maintaining consistency with County requirements and the program's mission. Payment is contingent upon documented service delivery and participant engagement metrics.
Specific contract value, term duration, and the number of cohorts or CBOs to be served are not stated in the solicitation documents provided.
Opportunity text
The County of Los Angeles Justice, Care and Opportunities Department (JCOD) is the County's new central agency unifying County of Los Angeles efforts to serve vulnerable, justice-impacted people and communities and drive forward the Board of Supervisors' ('Board') Care First vision. The Department's mission is to cultivate a person-centered, coordinated continuum of care for justice-involved individuals (JII) and their communities. Our focus is prevention, diversion, and reentry to achieve community safety, wellbeing, and equitable justice. In 2021, the Incubation Academy launched with the goal of equitably increasing access to funding and building the capacity of organizations that may experience barriers to access for traditional County funding. The JCOD Incubation Academy aims to deliver community training, executive coaching, capacity building, and technical?assistance?to community-based organizations (CBO). This support is especially targeted toward CBOs that serve justice-involved and system-impacted individuals and have a history of community-based work that has faced challenges securing government contracts and funding. In particular, the JCOD Incubation Academy?aims to grow the infrastructure of small nonprofits providing services to JIIs while prioritizing both a care-first and racial equity approach.? Through this Work Order Solicitation (WOS), JCOD seeks to contract for JCOD Incubation Academy Executive Coaching and Nonprofit Leadership Development Intensive Program Services.
