About this opportunity
The Kentucky Transportation Cabinet Division of Purchases is requesting bids for janitorial services at the Department of Highways District 7 Office in Lexington, with bids due September 4, 2026 at 1:30 p.m. Eastern Time. The Commonwealth will apply reciprocal preference to Kentucky resident bidders and qualified bidder preferences as defined in KRS 45A.490-494 and 200 KAR 5:410 for Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualified nonprofit agencies serving individuals with severe disabilities.
The scope covers comprehensive custodial services for a 34,000 square-foot, two-story office building serving approximately 90 employees and 50–100 daily visitors. Services include daily cleaning Monday through Friday outside normal business hours (7:30 a.m. to 4:30 p.m.), weekly tasks (dusting, window cleaning), monthly deep cleaning and grout work, quarterly light fixture maintenance, semi-annual carpet cleaning in April and October, and annual comprehensive cleaning including window washing and floor top scrub and wax. The contractor must supply all labor, materials, equipment, and cleaning supplies except toilet paper, paper towels, hand soap, and trash liners provided by the agency. A minimum of two employees per shift, each working 2.5 hours, is required. All contractor employees must undergo criminal background checks at vendor expense prior to work commencement.
Evaluation uses a best-value approach: 95 points for price, 5 points for months in business (minimum 24 months required; 120-month maximum for scoring). The lowest-price bidder receives maximum price points; others score proportionally. The initial contract period runs October 1, 2026 through September 30, 2027, with four optional one-year renewal periods subject to written approval and potential renegotiation. Price increases are prohibited during the first 12 months and thereafter require industry-wide justification with 30 days' notice; any industry-wide decreases must be immediately reflected in billing. The contractor must maintain Commercial General Liability Insurance ($1 million per occurrence, $2 million aggregate) and Kentucky Workers Compensation Insurance, and provide a supervisor available during Department business hours for monthly inspections with the building manager. Failure to provide services on scheduled days or meet minimum staffing requirements incurs liquidated damages; no-shows or cancellations after 3:00 p.m. incur a one-day rate penalty.
Bids must be submitted electronically through the Kentucky Vendor Self Service eProcurement system; vendors must register at least 24–48 hours prior. Written questions were due August 20, 2026, with responses provided August 25, 2026. Anticipated award date is October 1, 2026.
