About this opportunity
The City of Indianapolis and Marion County Purchasing Division is requesting bids for janitorial services at nine Indianapolis Metropolitan Police Department (IMPD) facilities under RFB-12MPD-410, with bids due October 8, 2026 at 10:00 a.m. Bidders must demonstrate minority-owned, women-owned, veteran-owned, and disability-owned business enterprise (MBE, WBE, VBE, DOBE) participation of at least 15%, 8%, 3%, and 1% respectively, or document good faith efforts to achieve these percentages.
The scope spans nine IMPD locations ranging from 3,000 to 76,000 square feet, with cleaning frequencies from one to five days per week. Services include restroom cleaning, floor maintenance, dusting, trash removal, carpet cleaning, and floor stripping and waxing. Pricing is submitted on a per-cleaning basis for each location; additional options for square-foot pricing enable potential expansion to other city facilities, and separate pricing is required for floor stripping/waxing and carpet cleaning services.
The initial contract term is two years with renewal available under the same terms, with renewal periods not to exceed the original contract length. An escalator clause permits price increases up to 5 percent maximum over the contract term based on documented market conditions. The current contractor is Pristine Image International LLC under Contract 19698.
Contractor staff must pass annual background checks with no felony convictions and wear identification badges. The contractor must carry Commercial General Liability of $1 million per occurrence with $2 million general aggregate, Auto Liability of $1 million, and statutory Worker's Compensation. E-Verify employment verification and compliance with nondiscrimination standards are required. No bid bonds or performance bonds are required.
A non-mandatory pre-bid meeting with facility walkthroughs is scheduled for September 28–29, 2026. Questions are due September 30, 2026 at 12:00 p.m. Mandatory submission documents include U.S. Manufactured Products Preference Certification, Bid Acknowledgement Form, Affidavit of Non-Collusion, MBE-WBE-VBE-DOBE documentation, and an Exception Sheet; failure to submit any mandatory document results in bid rejection. The City reserves the right to reject all bids, split awards among multiple vendors, or terminate the contract upon ten days' written notice.
