About this opportunity

The Commonwealth of Kentucky, Office of the Attorney General, is soliciting janitorial services for its Bowling Green office located at 360 East 8th Avenue, 3rd Floor, through a Request for Quotation (RFQ) issued February 1, 2026, with a closing deadline of February 20, 2026, at 1:00 p.m. eastern time. The procurement seeks weekly cleaning and maintenance services for a 2,211 square foot office space to be performed one day per week during working hours from 1:00 p.m. to 4:00 p.m. central time. Required services include emptying trash cans, vacuuming and sweeping floors, dusting furniture, disinfecting phones and shared surfaces, mopping floors, wiping counters, cleaning kitchen appliances, and cleaning all interior and exterior sides of windows and doors. The service provider must supply all cleaning supplies and equipment, including detergents, floor waxes, brooms, brushes, mops, and floor care equipment. The contract period runs for twelve months from July 1, 2026, to June 30, 2027, with an option to extend for one additional one-year period at the agency's discretion. Responses must be submitted electronically through Kentucky's eProcurement system, and all bidders must be registered in the Commonwealth's Vendor Self Service System prior to submission. Evaluation is on a best value basis with 90 points allocated to price and 10 points to years of experience, with the vendor providing the lowest price receiving maximum points.

The solicitation includes preferences for Kentucky resident bidders and qualified bidders as defined by state law, including Kentucky Correctional Industries, Kentucky Industries for the Blind, and nonprofit agencies serving individuals with severe disabilities. All potential bidders must complete and submit an Annual Required Affidavit for Bidders, Offerors and Contractors, which requires notarization and attestation of compliance with Kentucky campaign finance laws under KRS 45A.110 and 45A.115, and the affidavit must remain valid for one year from execution. Weekly inspections will be conducted by the agency representative, and the vendor must contact the Office of the Attorney General within 24 hours if services cannot be provided on the scheduled day to arrange a makeup day; any unperformed services will be deducted from billing. Invoices must be submitted to OAG.Purchasing&Contracts@ky.gov by the 10th of the month following service delivery, with payment made within thirty working days of invoice receipt. The maximum contract value is not to exceed $10,000 per fiscal year, making this a competitively priced opportunity with modest budget constraints.
