About this opportunity
Mt. San Antonio College is seeking qualified contractors to provide on-call janitorial equipment repair services through a Request for Qualifications (RFQ) for the period of September 2025 through August 2030. The procurement covers comprehensive repair, installation, maintenance, and emergency services for various janitorial equipment including auto scrubbers, carpet extractors, vacuums, burnishers, sweepers, and pressure washers. Proposals will be submitted electronically via OpenGov, with a mandatory pre-proposal meeting scheduled for June 26, 2025, at 1:30 pm and the proposal submission deadline set for July 30, 2025, at 2:00 pm. The evaluation process is a three-stage approach totaling 100 possible points, with scoring distributed across proposal completeness (10 points), proposer experience (30 points), references (10 points), staffing and organization (10 points), proposed fees (25 points), and professional licenses and permits (15 points). Contractors must demonstrate capability to perform routine and emergency repairs, provide preventative maintenance, and submit detailed service reporting. The college will create an on-call list of qualified firms, with work assigned through Project Assignment Agreements on an as-needed basis.
The RFQ does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The contract will be awarded with the understanding that no minimum amount of work is guaranteed, and the agreement is contingent upon funding and can be terminated annually. Contractors must comply with prevailing wage requirements, Department of Industrial Relations (DIR) registration, and provide comprehensive insurance coverage, including workers' compensation and liability insurance with $1,000,000 per occurrence limits. For projects exceeding $25,000, performance and payment bonds equal to 100% of the contract amount are required. While no specific budget range is detailed, the contract structure suggests a flexible, project-based compensation model where individual repair and maintenance assignments will determine total contract value. The college reserves the right to negotiate with firms, award multiple contracts, and select contractors based on the most comprehensive and competitive qualifications.
