Project documents are subject to a public safety exemption under Delaware Code Title 29, Section 10002(o)(17)(a) and are available only through controlled distribution from Becker Morgan Group, Inc., for a non-refundable fee of $25.00 per set.
The scope comprises construction of a 2,500-square-foot permanent facility to replace an existing K-9 training office trailer, with interior spaces including three offices, toilet room, kitchenette, storage room, multi-purpose space, utility room, and IT closet. The work includes removal and disposal of the existing trailer, site preparation, grading, utility connections, and entry sidewalk construction. The contract is on a stipulated-sum basis using AIA Document A101-2017 as the standard form of agreement. Prevailing wage rates established under Delaware Department of Labor Section 007346 apply to all mechanics and laborers. Contractors employing ten or more total employees must provide craft training for journeymen and apprentices. Drug-testing compliance is required for employees on large public works projects.
Each bid must be accompanied by bid security equal to ten percent of the bid amount including all additive alternates. The successful bidder must post performance and payment bonds each equal to 100 percent of the contract price upon execution. The State awards within thirty days of bid opening to the lowest responsive and responsible bidder. Bidders must submit a completed subcontractor list (one subcontractor per trade), contractor qualification affidavits, and craft training compliance documentation.
