About this opportunity

Dane County Sheriff's Office in Wisconsin is issuing Request for Proposal 2026-RFP-035-PR for a single-award contract to provide comprehensive Jail Resident Commissary, Banking and Trust Services. The procurement seeks a vendor to operate commissary services, resident banking and trust account management, and related financial operations for the county's jail system serving an average daily population of approximately 648 residents with annual commissary sales averaging $915,000. Required deliverables include weekly pre-order commissary fulfillment across a comprehensive menu of beverages, snacks, clothing, medical supplies, hygiene products, and miscellaneous items; two lobby deposit kiosks accepting cash and card payments; one booking area cash-accepting kiosk; resident debit card functionality and maintenance; and robust trust accounting software with comprehensive reporting and audit capabilities. The vendor must integrate with the existing Global Tel*Link Corporation dba ViaPath Technologies tablet platform to minimize staff involvement and must comply with Dane County IT Infrastructure Standards including Microsoft SQL Server 2022 databases, VMware ESX virtual environments, and cloud service requirements addressing PCI, SAS, NIST, HIPAA, and CJIS compliance standards. A mandatory on-site vendor conference and facility tour is scheduled for April 10, 2026 at 10:00 a.m., with vendor conference registration forms due by April 3, 2026 at 4:00 p.m.; failure to attend will result in proposal rejection. The deadline for submitting questions is April 17, 2026, and proposals are due May 1, 2026 at 2:00 p.m. The contract will commence October 21, 2026, with an initial term through December 31, 2027, followed by four annual renewal terms extending through September 30, 2031.

The county has established local vendor preference provisions providing five points for Dane County-based vendors and two points for vendors located in adjacent counties, though no separate set-asides for disadvantaged enterprises or restricted business classifications are specified. The vendor will receive a monthly administrative fee of $337,373.04 in the initial contract term, increasing by three percent in each subsequent term, and must charge zero commissions on commissary transactions. Vendors must maintain minimum staffing including four approved employees for commissary distribution, obtain a Certificate of Insurance prior to contract execution, comply with all security clearance requirements, and provide 24/7 technical support with a four-hour response time for system issues. All vendor staff attending the facility tour must complete background verification including Department of Transportation, Federal Bureau of Investigation, warrant, jail records, Criminal Investigation Bureau, and Wisconsin Circuit Court Access Program checks. The contract encompasses services at two existing jail facilities—the City-County Building and Public Safety Building—plus integration with a new consolidated facility currently under construction as part of the Jail Consolidation Project. The Dane County Purchasing Division serves as the sole point of contact for all inquiries during the RFP process, and the contract will be administered by the Dane County Sheriff's Office Security Services Captain or designee.
