About this opportunity

The San Mateo County Sheriff's Office is issuing a Request for Proposals for Jail Programs and Services to support incarcerated individuals at two correctional facilities: the Maguire Correctional Facility and the Maple Street Correction Center in Redwood City, California. The procurement seeks qualified service providers across seven program and service categories: Education and Literacy, Vocational Training, Cognitive Behavioral Interventions, Wellness and Other Activities, Library Services, Chaplaincy, and Other Supportive Services including jury trial clothing coordination, emergency housing assistance, and release services. Proposers must demonstrate a minimum of four years of similar service experience within the last seven years and provide an account manager with at least two years of relevant experience; all firms must be registered with the System for Award Management (SAM.gov) and obtain a Unique Entity ID. The evaluation will be based on Technical Proposal and Scope of Work (40 points), Firm Qualifications (15 points), Team Qualifications (10 points), Price (25 points), and Preferential Points (10 points), with proposals expected to include detailed introduction letters, comprehensive technical proposals addressing program specifics and teaching modalities, firm and team qualifications with relevant experience documentation, three client references, and detailed pricing proposals covering direct costs, fringe benefits, supplies and materials, and indirect costs. Key dates include a non-mandatory pre-proposal meeting on March 9, 2026, a deadline for questions and contract exceptions on March 16, 2026, proposal submission deadline of 5:00 p.m. on March 23, 2026, tentatively scheduled interviews on March 30, 2026, and an anticipated contract award date of July 1, 2026. The resulting agreement shall have an initial term of one year with one optional extension period not to exceed two years, exercisable at the County's sole discretion.

San Mateo County's Procurement Preference Ordinance provides preferential scoring opportunities for Local Businesses or Local Non-Profits (five percent), with an additional three percent preference for Small Businesses or Small Non-Profits (eight percent total) or five percent preference for Micro Businesses or Micro Non-Profits (ten percent total). No specific budget ceiling or total funding amount is specified in the RFP; pricing is vendor-proposed and will be evaluated as part of the selection process. However, the County has prepared two standard contract templates—one for agreements exceeding $200,000 and another for agreements under $200,000—indicating that contract values may fall within either threshold. All selected contractors must maintain comprehensive general liability insurance of $1,000,000, motor vehicle liability insurance of $1,000,000, and professional liability insurance of $1,000,000, with the County named as additional insured, and must comply with applicable federal, state, and local laws including HIPAA if applicable, Section 504 of the Rehabilitation Act, the Americans with Disabilities Act, and San Mateo County ordinances regarding living wages, jury service, and disposable food service ware. The County reserves the right to terminate without cause upon thirty days' notice or for cause after providing notice and allowing ten calendar days for cure, and all work products created under the agreement become the exclusive property of the County.
