About this opportunity
Gordon County, Georgia is requesting sealed proposals for a jail camera recording system with bids due December 29, 2022 at 2:00 p.m., and a mandatory pre-bid conference on December 8, 2022 at 2:00 p.m. at the Gordon County Sheriff's Office. A local-vendor preference allows vendors with a physical presence within Gordon County and at least two continuous employees for more than six months prior to bid submission to match the lowest non-local bid if within four percent of that price.
The scope requires a comprehensive NVR system running Wisenet WaveVMS software, 68 6MP 360-degree fisheye cameras, 103 12MP 360-degree fisheye cameras, two multifocal gate cameras, five 55-inch display televisions with installation, three computers capable of running Wisenet software, gigabit network switches, and CAT6 Power of Ethernet cabling. All cameras must be NDAA compliant, include infrared night-vision capability, and interface with existing access control systems. The successful vendor must provide a service contract for post-warranty camera support and demonstrate the system before full installation if possible.
Proposals must include a detailed cost summary, references from similar installations, itemized per-camera quotes for potential future additions, warranties documentation, and a deviation sheet identifying any specification variances. Vendors must certify a drug-free workplace, non-debarred status, and absence of collusion or fraud.
Evaluation criteria include completeness of proposal, past performance, compliance with specifications, exceptions and clarifications, and serviceability of the apparatus. Gordon County reserves the right to negotiate with vendors, reject any or all proposals, and award based on the County's best interest rather than lowest bid. Questions are due by noon December 15, 2022, with answers issued by the following business day. The evaluation period runs December 30, 2022 through January 6, 2023, with possible award notification by January 11, 2023. Proposals must be submitted as two sealed printed originals and one electronic copy on a USB drive to the Gordon County Administration Building, 201 N. Wall Street, Calhoun, Georgia 30701. No proposals may be withdrawn for 30 days after opening.
