About this opportunity

The Jackson County Board of Commissioners, operating under the State of Georgia, is issuing Invitation to Bid (ITB) 250003 for wood and debris grinding services to support the Jackson County Solid Waste Department at the Transfer Station located at 100 Landfill Drive, Jefferson, Georgia. This procurement seeks a contractor to grind approximately 10,000 tons of accumulated wood and brush debris stockpiled at the facility, with services continuing on an as-needed basis following initial processing. The contractor must remove all contaminants from wood waste and yard debris prior to grinding, produce single-grind processed material sized at 4-6 inches or smaller, and leave all finished mulch on-site. Large logs exceeding grinding capacity must be sheared prior to grinding rather than removed off-site, and extracted contaminants should be staged separately for county disposal. The contractor is responsible for providing all personnel, equipment, fuel, and materials necessary to perform the work, with pricing submitted as a fixed charge per actual hour of grinding, defined as the time mulch is being ground and exiting the conveyor. Evaluation will prioritize best value to the county, considering equipment capabilities and production volume rather than lowest hourly rate alone. Critical deadlines include a mandatory pre-bid site visit by Friday, September 12, 2025, at 4:00 PM EST (to be scheduled with Lucy Miller at 706-387-6419 or Taylor Watts at 706-387-6422), a question submission deadline of Friday, September 12, 2025, at 4:00 PM EST, and sealed bid submission by Thursday, September 25, 2025, at 9:30 AM EST at the Jackson County Administrative Building, 4965 Jackson Parkway, Jefferson, Georgia 30549, with one original and two copies required.

No specific set-aside designations for disadvantaged enterprises are noted in the procurement documents. All contractors must comply with the Georgia Illegal Immigration Reform and Enforcement Act of 2011 and provide a completed Contractor Affidavit with E-Verify authorization prior to bid submission. The contractor must maintain Workers' Compensation insurance in compliance with Georgia State Law and Broad Form Comprehensive General Liability of $1,000,000.00, with any subcontractors identified in proposals and included in the primary contractor's insurance coverage. The contract period is defined as beginning within thirty days of receiving the Notice to Proceed and extending up to three years, upon which the work must be rebid. Payment will be made on a monthly basis, Net 30, following county approval of invoices for services rendered. No incumbent vendor or specific budget range is identified in the available documentation. Jackson County reserves the right to reject any or all bids and to award the contract to the lowest responsive and responsible bidder based on best value considerations.
