About this file
This is Addendum 1 to Invitation to Bid (ITB) 250003 issued by Jackson County Board of Commissioners in Georgia for wood and debris grinding and disposal contract services at the Jackson County Solid Waste Transfer Station. The scope of work involves grinding approximately 10,000 tons of accumulated wood and brush debris stockpiled at the facility. Grinding services will be performed on an as-needed basis, with Jackson County initiating service calls when sufficient material accumulates for equipment mobilization. A mandatory pre-bid site visit is required, with attendance documentation attached to the addendum. The sealed bid submission deadline is Thursday, September 25, 2025 at 9:30 AM at the Jackson County Administrative Building, 4965 Jackson Parkway, Jefferson, Georgia 30549, with one original and two copies required. Prospective bidders must contact Lucy Miller at 706.612.5850 or Taylor Watts at 762.425.4423 to schedule the mandatory site visit.
The addendum clarifies technical specifications and operational requirements based on vendor questions. The county requires single-grind processing producing material sized at 4-6 inches or smaller, with all finished mulch remaining on-site. Logs too large for grinding must be sheared prior to grinding rather than removed off-site. Contaminants extracted from wood debris should be staged separately for county disposal rather than removed by the contractor. Bid evaluation will prioritize the best value to the county, considering equipment capabilities and production volume rather than the lowest hourly rate alone. Any subcontractors utilized must be identified in proposals and included in the primary contractor's insurance coverage. Bidders must acknowledge receipt of Addendum 1 by signing and returning the document or writing acknowledgment on the bid schedule. All other terms and conditions of ITB 250003 remain unchanged.

RE: Addendum 1 to Jackson County ITB 250003, Jackson County Solid Waste –
Transfer Station Debris Grinding & Disposal Contract Services
1. Addendum 1 is hereby issued to provide clarification and feedback to potential vendors on questions submitted through the question deadline.
2. Site Visit Attendance Sheet Attached.
3. Q: How are you going to be able to determine the best company with an hourly charge if you don’t know what kind of equipment is in use and what volume of mulch it produces?
a. Please include all information in your bid that is relevant to what volume you and your equipment are able to generate as we are focused on what’s in the best interest of the county, not necessarily just the lowest price per hour.
4. Q: For the contaminants that are pulled from the wood debris – do we need to dispose of it?
a. No – any contaminants you pull out can be placed in a pile off to the side and solid waste employees will dispose of it.
5. Q: For the logs that are too large to grind, do you want them sheared and then ground, or taken offsite?
a. Sheared and then ground
6. Q: How often will you be grinding?
a. As needed. When the brush and trees start to accumulate, and we feel like we’ve got enough, we’ll call and ask you to come back out and see if we have enough for you to mobilize your equipment.
7. Q: How much wood and brush debris is in the stockpile?
a. We don’t have an exact amount, but estimate that it’s approximately
10,000 tons.

10. Q: Will the mulch be staying on site?
a. Yes
11. Additional clarification added – If any subcontractors are to be used, they should be included in the proposal including being added to the primary’s insurance coverage, etc.
