About this opportunity
The State of Utah Division of Purchasing, on behalf of the Department of Natural Resources, is conducting a Request for Quotes (RFQ) solicitation number KR26-6 to procure modular jack fencing materials for habitat restoration and wildlife management purposes. The procurement seeks a single responsive and responsible vendor offering the lowest cost to supply and deliver jack fence components to the Goslin Mountain Wildlife Management Area in Daggett County, Utah, and the Little Hole Wildlife Management Area. The deliverables include 432 twelve-foot rails, 150 three-rail fence jacks, 8 three-piece jack corner sets, and 2 three-rail jack ravine adaptors, with specific technical requirements mandating 3 steel rails with a minimum outer diameter of 1 inch and 13 gauge minimum thickness, main body jacks at 2 inches outer diameter and 50 inches tall, and rail positioning at approximately 17, 30, and 42 inches from the bottom to ensure wildlife-friendliness. All materials must be delivered by March 31, 2026, and the contractor must demonstrate extensive manufacturing and delivery experience with this fence type. The project objectives include protecting a spring utilized by sage grouse, pronghorn, and mule deer that has sustained damage from active livestock grazing, with the modular fence design allowing for disassembly and relocation as needed for future modifications. Evaluation will be conducted on objective criteria outlined in the Utah Procurement Code, with contract award made to the vendor submitting the lowest responsive and responsible quote. The RFQ was posted February 20, 2026, with a closing date of February 27, 2026, and vendors are restricted to submitting only one primary bid; multiple or alternate bids will not be accepted.
The procurement documents do not reference any set-aside designations or restrictions specifically targeting disadvantaged enterprises or minority-owned businesses. No incumbent vendors or current contractors are identified in the available solicitation materials. The procurement does not appear to require integration with existing infrastructure or technology systems beyond standard delivery and installation specifications. The total project budget, including fencing materials and delivery costs, is $27,650. Any exceptions or protests to the RFQ content, including technical specifications outlined in the attached Scope of Work and Jack Rail specifications documents, must be submitted in writing to the Division of Purchasing prior to the February 27, 2026 closing date. The State reserves the right to solicit additional quotes through email, phone, or other methods as permitted by the Utah Procurement Code and applicable Administrative Rules.
