About this opportunity

The Illinois Department of Veterans Affairs is requesting bids for fire alarm system maintenance, monitoring, repair, and inspection at the Illinois Veterans Home in Manteno, with a proposal due date of July 16, 2026 and questions due by July 13, 2026. No subcontracting is allowed — the selected vendor must perform all services directly.

The scope covers equipment inspection pursuant to NFPA 72 standards, annual sensitivity testing, 24/7 system monitoring, and emergency response for fire alarm systems and related equipment across eleven buildings with over 900 smoke detectors, heat detectors, manual pull stations, duct detectors, strobe lights, and audio/visual equipment. The vendor must respond to routine service calls within four hours and emergency calls within two hours, with failure to meet these timeframes constituting grounds for contract termination. All work must be performed during regular business hours (Monday–Friday, 8:00 a.m. to 4:00 p.m.) unless prior approval is granted.

The contract term runs August 1, 2026, through June 30, 2027, with a maximum total contract duration of ten years including renewals and extensions. The maximum contract amount will be determined by the State prior to execution and included in the purchase order. Parts and materials purchased by the vendor will be reimbursed at no more than 10 percent above the vendor's cost with receipts required; the facility will not reimburse travel time or material procurement costs incurred prior to contract execution.

The vendor must maintain NICET II certification or equivalent and possess all required licenses and certifications throughout the contract term. Insurance requirements include General Commercial Liability of $1,000,000 per occurrence with $2,000,000 annual aggregate, Auto Liability of $1,000,000 per occurrence, and Worker's Compensation Insurance as required by law. The contract is classified as a Small Purchase procurement with no small business set-asides or minority business requirements. Vendors must certify compliance with Illinois standard certifications covering vendor eligibility, financial integrity, labor compliance, environmental and safety standards, and anti-corruption measures.
