About this opportunity
Broward County is seeking an open-end contract for ITT Goulds Brand Pumps, Parts, and Repair Services primarily for the Broward County Transportation Department, with potential usage by various other county agencies. The procurement focuses on purchasing new pumps, parts, and repair services for maintenance and operational needs, specifically targeting ITT Goulds brand equipment. Vendors must be prepared to provide pump pickup, evaluation, repair services for both warranty and non-warranty items, with specific response timelines including five business days for repair quotations and delivery windows ranging from 6-8 weeks for repaired pumps and 13-15 weeks for new pumps. The solicitation requires electronic submission through BPRO (Bonfire) by October 8, 2025, with vendors allowed to submit questions through the platform prior to the submission deadline. Evaluation will be based on lowest responsive, responsible bidder pricing, with vendors required to provide a fixed percentage discount from the manufacturer's current price list and meet comprehensive technical specifications including warranty terms and detailed invoicing requirements.
The procurement is funded through Federal Transit Administration (FTA) requirements and includes several set-aside and compliance considerations, particularly emphasizing Buy America certification for steel, iron, and manufactured products. Disadvantaged Business Enterprise (DBE) participation is encouraged, with vendors required to complete ownership disclosure forms and participate in federal tracking mechanisms. Insurance requirements are extensive, mandating minimum liability coverage including $1,000,000 per occurrence for General Liability and $500,000 for Auto Liability, with Broward County designated as an additional insured. Vendors must also complete multiple federal certifications including debarment, lobbying restrictions, and anti-human trafficking affidavits. While no specific total contract value is listed, the solicitation includes an annual allowance of $15,000 ($10,000 for subcontracting services and $5,000 for freight charges), suggesting a flexible, potentially renewable contract structure with an initial one-year term and options for up to four additional one-year renewals.
