The procurement seeks a contractor responsible for performing periodic routine preventive maintenance, repairs, and emergency response services for all accepted HVAC units. Key deliverables include an initial comprehensive inspection of all HVAC units within two months of award, developing a working inventory, and providing monthly status reports. The contractor must conduct routine maintenance twice annually in spring and fall, with mandatory 24/7/365 emergency response capabilities, including a 30-minute callback and onsite arrival commitment. Evaluation criteria will focus on the lowest responsible and responsive bidders, with bids due on September 2, 2025, at 2:00 PM Mountain Time. The initial contract term is one year, with potential for four additional one-year renewals, not exceeding a total of five years. The desired contract start date is September 12, 2025, with an estimated award date of September 5, 2025.
The solicitation includes specific set-aside and preference goals, notably aiming to award at least 3% of contract dollars to Service-Disabled Veteran-Owned Small Businesses (SDVOSB). While specific budget ranges are not explicitly detailed, the procurement allows for parts markup up to 10% over cost and requires comprehensive pricing across six service line items including initial inspection, routine maintenance, standard diagnosis and repair, overtime repair rates, and emergency response. The bid covers node locations in multiple Colorado municipalities including Golden, Denver, Pueblo, Aurora, Englewood, Frisco, and Fort Collins. Potential bidders must submit various documentation including a Solicitation and Response Cover Sheet, Certificate of Insurance, Price Submission Form, and Service Disclosure Form. The State intends to award to multiple bidders and emphasizes compliance with accessibility standards, state procurement rules, and ethical considerations. Contractors must provide new, unused replacement parts installed according to manufacturer specifications and maintain appropriate insurance coverage.

Introduction On behalf of the State of Colorado, Colorado Department of Transportation (CDOT) is issuing this Invitation for Bid for Heating, Ventilation, and Air Conditioner (HVAC) services for twenty-one (21) ITS Node buildings. Background, Overview and Goals CDOT is requesting bids for performing periodic routine preventive maintenance and repairs (including emergency response) of all accepted HVAC units. The contractor will report monthly on each unit's status and all work performed over the previous month's period. Routine and preventative maintenance should be performed twice yearly in the Spring and Fall at each location. For the purpose of this document (the HVAC unit) will include all items necessary to provide Heating, Cooling, and Ventilation to the facility. The contractor will be responsible for initially inspecting all CDOT HVAC units at the specified locations and providing a written inspection report. The contractor will inspect all units for defective units or parts prior to beginning routine preventive maintenance. A working inventory list will then be developed from all the operational Heating, Ventilation, and Air Conditioner units. Once costs and timeframes to complete work are approved by CDOT, repairs and replacement parts will be provided and installed by the Contractor. In addition, the Contractor must be available to respond to emergency outages related to issues with the HVAC units at ITS Node locations. The Contractor must troubleshoot, isolate the source of failure, and provide replacement parts and resolution to the outages. The bid shall include all costs for materials. No additional fees or change orders will be allowed.
