About this opportunity
The Commonwealth of Massachusetts Executive Office of Public Safety & Security Military Division is requesting bids for construction and paving of an approximately 39,960 square-foot parking area at Otis Air National Guard Base under ITB SPBN262014, with bids due September 24, 2026 and a mandatory site visit on September 16, 2026. Contractors must achieve Construction Workforce Utilization Goals of 15.3 percent minority workers and 6.9 percent women workers of the final contract price, and prevailing wages as determined by the Massachusetts Department of Labor Standards apply.
The scope includes site preparation, excavation, grading, approximately 850 linear feet of perimeter concrete curbing, asphalt paving in two lifts totaling 4.0 inches of compacted thickness, and parking lot striping and signage to accommodate approximately 100 parking spaces including 6 ADA-compliant stalls. Work must comply with DoD Unified Facilities Criteria, MassDOT standards, ADA accessibility guidelines, and applicable environmental protection regulations. Contractors must conduct on-site field investigations and verify all site conditions prior to proposal submission, as the Government will not adjust contract values post-award for measurement discrepancies. All contractor personnel must obtain Defense Biometric Identification System (DBIDS) credentials at least 14 business days prior to mobilization and pass criminal background checks. Environmental safeguards are mandatory due to the site's proximity to the Cape Cod sole-source aquifer, including continuous silt fencing, dedicated concrete washout facilities, and sediment and stormwater controls. Contractors must submit a project-specific Accident Prevention Plan and Activity Hazard Analysis to the 102 CES Safety Officer for approval prior to work commencement.
The estimated contract value is $400,000. A payment bond of 50 percent of project cost is required. Questions are due September 18, 2026 at 10:00 a.m., with the apparent successful bidder announced September 25 and an estimated contract start date of September 30, 2026. Contractors must submit liability insurance naming the Commonwealth as additionally insured, an Authorized Signatory Form, Non-Collusion Form, and Massachusetts Tax Compliance Form. All employees must have completed an OSHA-approved construction safety course of at least 10 hours. The award will be made to the lowest responsible and eligible bidder within thirty days of bid opening, excluding weekends and legal holidays.
