SOLICITATION NUMBER: SPBN262014

PROJECT TITLE: Gravel Running Track Parking Area Paving Construction LOCATION: Otis ANGB, Joint Base Cape Cod, MA

SECTION 1: GENERAL PROJECT INFORMATION

1.1 Project Objective

The 102d Civil Engineer Squadron (102 CES) is seeking competitive proposals from qualified civil contractors to construct a new asphalt parking lot complete with perimeter concrete curbing, stall markings, and ADA-compliant parking spaces adjacent to the base running track.

This project requires a durable, heavy-duty pavement design to accommodate recreational vehicles, light-duty trucks, and occasional maintenance vehicles. All pavement profiles must support standard parking and low-speed turning loads without rutting.

1.2 Approximate Quantities & Contractor Verification Disclaimer

The proposed parking area is approximately 39,960 square feet (estimated 4,440 square yards) and is designed to accommodate approximately 100 parking spaces (including 6 ADA-compliant stalls) and approximately 850 linear feet of perimeter concrete curbing.

CRITICAL NOTICE TO OFFERORS: All distances, areas, dimensions, and measurements provided in this solicitation are approximate estimates. It is the sole responsibility of the contractor to conduct an on-site field investigation, perform independent measurements, and verify all physical site conditions, square footage, soils, and utility configurations prior to submitting a final proposal. The Government will not adjust contract values post-award due to a contractor's failure to verify actual site dimensions.

SECTION 2: STATEMENT OF WORK (SOW) & TECHNICAL SCOPE

The Contractor shall provide all labor, supervision, materials, transportation, and specialized heavy machinery necessary to execute the civil works.

2.1 Phase I: Site Preparation & Earthwork

1. Clearing & Grubbing: Excavate and clear the designated site footprint of all organic matter, topsoil, and vegetation. Stockpile reusable soil in pre-approved base locations or haul off-base.

2. Subgrade Preparation: Grade, level, and compact the subgrade to a minimum of 95% Modified Proctor density. Ensure the grade exhibits a 1.5% to 2.0% slope directing runoff toward perimeter drainage channels or catch basins.

3. Base Course: Install, level, and compact a 4.0-inch thick layer of dense-graded crushed stone aggregate base.

2.2 Phase II: Concrete Curbing Installation

1. Curb Specification: Install approximately 850 linear feet of precast or cast-in-place MassDOT Type A vertical concrete curbing along the perimeter of the parking lot.

2. Joints & Foundations: Secure curbs on a poured concrete foundation block with structural joints, expansion joint fillers, and appropriate backfill compaction to prevent shifting or cracking from vehicle impact or freeze-thaw cycles.

2.3 Phase III: Asphalt Concrete Paving (Heavy Loading Spec)

The parking lot pavement structure must be installed in two distinct, high-durability lifts:

1. Tack Coat: Apply an emulsified asphalt tack coat to the compacted aggregate base.

2. Binder Course: Lay and compact a 2.0-inch thick (finished depth) Asphalt Binder Course (nominal maximum aggregate size of 19 mm or MassDOT equivalent).

3. Surface/Wearing Course: Lay and compact a 2.0-inch thick (finished depth) Asphalt Surface/Wearing Course (nominal maximum aggregate size of 12.5 mm or MassDOT equivalent), resulting in a total compacted asphalt thickness of 4.0 inches.

2.4 Phase IV: Marking, Striping, and Signage

1. Layout & Curing: Allow asphalt to cure for 7 to 14 days. Lay out approximately 100 parking stalls.

2. Painting Specifications: Apply two coats of high-durability, fast-drying acrylic waterborne traffic paint:

o Approximately 94 standard stalls painted with 4-inch wide white reflective lines.

o 6 ADA-compliant stalls painted with blue lines and international access symbols.

3. ADA Signage: Supply and install 6 heavy-duty steel U-channel posts with reflective, federal-compliant R7-8 "Reserved Parking" signs at the head of each ADA-compliant stall.

SECTION 3: GOVERNING CODES, STANDARDS, & REFS

All design and construction must comply with the most up-to-date versions of the following criteria:

• DoD Unified Facilities Criteria (UFC) Public Library:

• Pavement Design Standard: UFC 3-250-01 Pavement Design for Roads and Streets (https://www.wbdg.org/dod/ufc/ufc-3-250-01)

• Drainage Systems Standard: UFC 3-201-01 Civil Engineering (https://www.wbdg.org/dod/ufc/ufc-3-201-01)

• Concrete Curb Specifications: MassDOT Standard Specifications for Highways and Bridges (https://www.mass.gov/lists/massdot-standard-specifications-for-highways-and-bridges)

https://www.wbdg.org/dod/ufc https://www.wbdg.org/dod/ufc/ufc-3-250-01 https://www.wbdg.org/dod/ufc/ufc-3-201-01 https://www.mass.gov/lists/massdot-standard-specifications-for-highways-and-bridges https://www.mass.gov/lists/massdot-standard-specifications-for-highways-and-bridges https://www.ada.gov/

Because the running track parking lot borders sensitive recreational and military open spaces situated above the Cape Cod sole-source aquifer, environmental safeguards must be strictly enforced:

1. Erosion Controls: Install continuous silt fencing around the entire perimeter of the construction zone prior to any earthwork. Maintain sediment barriers until pavement is fully laid and adjacent soils are stabilized.

2. Concrete Washout: A dedicated, impermeable concrete washout pit must be constructed on-site for concrete trucks installing the curbing. Washout slurry must be hauled off-base; dumping on soils or down drainage structures is strictly prohibited.

3. Environmental Standards: Contractors must comply with the Joint Base Cape Cod Environmental Management Commission (EMC) Environmental Performance Standards, which can be referenced online at: (https://www.mass.gov/service-details/environmental-management-commission-emc)

4.2 Stormwater Runoff Control

1. Inlet Protection: The contractor shall protect all nearby drainage paths using sediment socks or temporary check dams to prevent silt and run-off from entering base drainage systems.

2. Fuel Spill Mitigation: Standard spill kits must be stationed at the site. Refueling of earthwork equipment must occur within a designated secondary containment area.

3. Excavation Dust Suppression: Apply water spraying over bare subgrade during grading and subgrade compaction phases to prevent windblown dust.
