About this opportunity
The Massachusetts Executive Office of Public Safety & Security Military Division is requesting bids on design and construction of a concrete pad and structural metal overhang at Otis Air National Guard Base in Falmouth under ITB SPBN262013 B197, with bids due September 24, 2026 at 10:00 a.m. and a mandatory site visit on September 17 at 11:00 a.m. (arrive by 10:15 a.m.).
The scope includes excavation to a minimum 3 feet below finished grade, a 6-inch compacted crushed gravel base, and a 20-foot by 20-foot concrete pad engineered for salt-air and freeze-thaw resistance with minimum 5,000 psi compressive strength, 0.40 water-to-cementitious-materials ratio, and 6.0 percent plus or minus 1.5 percent air entrainment. The overhead canopy or overhang must provide minimum 20-foot by 20-foot coverage using hot-dip galvanized structural steel (ASTM A123/A123M), marine-grade structural aluminum, or coated carbon steel (ISO 12944 C5-M). The structure must be designed for ASCE 7 130 mph ultimate design wind speeds, 30 pounds per square foot snow load with minimum 3:12 roof pitch, and comply with the Massachusetts State Building Code 10th Edition (780 CMR) and Department of Defense Unified Facilities Criteria (UFC 3-301-01). All fasteners and structural anchors must be Grade 316 stainless steel or hot-dip galvanized steel (ASTM A153/A153M). Contractors may propose either a structure attached to Building 197 or a standalone cantilever/four-post canopy.
The estimated contract value is $70,000. Prevailing wages apply under Massachusetts Department of Labor Standards. Construction Workforce Utilization Goals require 15.3% minority workers and 6.9% women workers of the final contract price. A 5% bid bond is required (bid exceeds $50,000); a payment bond equal to 50% of the project cost is required upon award. All employees must complete OSHA-approved 10-hour construction safety training. All personnel aged 18 or older require criminal background checks (NCIC vetting), valid government-issued photo identification, and Real ID compliance for Joint Base Cape Cod access. Questions are due September 21 at 10:00 a.m. The apparent successful bidder notification is scheduled for September 25, with an estimated contract start of September 30. Bidders must submit Authorized Signatory, Non-Collusion, and Massachusetts Tax Compliance forms with their bid and acknowledge all addenda via the General Bid Form. Prompt payment discounts apply; contractors must specify discount percentages for payment windows of 10, 15, 20, and/or 30 days from invoice receipt or completion. Interested bidders must email TSGT Nathanael Costa at nathanael.costa@us.af.mil at least 48 hours prior to the mandatory site visit to confirm intent and submit security information.
