Real ID Requirements Summary
This document outlines Real ID compliance requirements applicable to the Commonwealth of Massachusetts and relates to the Otis Air National Guard Base concrete pad and structural metal overhang construction project. The document establishes security and identification protocols that personnel must satisfy to access federal facilities and installations. The requirements specify documentation standards, verification procedures, and compliance deadlines that contractors, subcontractors, and their employees must meet prior to commencing work at the Otis ANGB site. Site access will be contingent upon meeting these Real ID standards, which include presentation of compliant identification documents and completion of necessary background verification processes. The document serves as a prerequisite document for bidders and contractors involved in the ITB SPBN262013 B197 project to understand access requirements before submitting bids or beginning construction activities.
The Real ID requirements establish mandatory security protocols for all individuals requiring facility access during the concrete pad and structural metal overhang project at Otis ANGB. Compliance is non-negotiable and failure to meet these standards will result in denial of site access. Contractors must ensure that all personnel, including employees, subcontractors, and vendors, obtain proper Real ID-compliant identification before project commencement. The document provides guidance on acceptable forms of identification and the verification process required by federal authorities. These requirements are part of the broader federal security framework governing access to military installations and must be incorporated into project planning, scheduling, and workforce management strategies.

ATTENTION CONTRACTORS:
Effective 7 May, 2025: Federal agencies, including DHS and TSA, may only accept state-issued driver’s licenses and identification cards as identification for purposes of accessing federal facilities - including TSA airport security checkpoints - if the license or card was issued by a REAL ID compliant state in accordance with the REAL ID security standards (meaning the license or card must include the REAL ID compliant star marking).
REAL ID-compliant cards will have of one of the following markings on the upper top portion of the card. If the card does not have one of these markings, it is not REAL ID-compliant and won’t be accepted as proof of identity in order to board commercial aircraft.
Examples of Real ID’s are included at the conclusion of this document
Enhanced Driver’s Licenses (EDL) issued by Washington, Michigan, Minnesota, New York, and Vermont are considered acceptable alternatives to REAL ID-compliant cards and will also be accepted for official REAL ID purposes. Most EDLs do not contain the star marking and this is acceptable.
Any individual seeking access to a MA National Guard facility without a Real ID will be denied access.

The REAL ID Act, passed by Congress in 2005, H.R. 418 - Real ID Act of 2005 enacted the 9/11 Commission’s recommendation that the Federal Government “set standards for the issuance of sources of identification, such as driver's licenses and identification cards.” The Act and implementing regulations establish minimum security standards for license issuance and production and prohibit federal agencies from accepting for certain official purposes noncompliant driver’s licenses and identification cards.

Secure driver's licenses and identification documents are a vital component of our national security framework. DHS/TSA is committed to enforcing the REAL ID Act, therefore, beginning May 7, 2025, anyone 18 years and older that plans to fly domestically or visit certain Federal facilities will need a REAL ID.
The Act’s prohibitions do not affect other uses of driver’s licenses or identification cards unrelated to official purposes as defined in the Act.
