About this opportunity

The City of Ashland, Oregon is soliciting qualifications-based proposals from professional engineering consultants for comprehensive engineering services related to Project 2018-20, the preparation of an Invitation to Bid and project management of a 7 million gallon per day water treatment plant. This procurement is divided into two distinct phases: Phase 1 requires ITB preparation support over approximately 6 months, including review of drawings, specifications, and studies; facilitation of a constructability review; and recommendations on bid pay item structure, while Phase 2 involves project management services during construction and commissioning anticipated to last 36 months following ITB award. Proposals must be submitted by April 7, 2026, at 2:00 PM PST to the City of Ashland Engineering Office, 51 Winburn Way, Ashland, OR 97520, and must be limited to 8 pages with 6 original copies and 1 digital copy, submitted by a Professional Engineer registered in Oregon. Evaluation will be conducted on qualifications-based selection methodology without consideration of cost, utilizing five scoring categories: work approach (30 points), work experience (20 points), work team experience (30 points), demonstrated ability to complete similar projects on time and within budget (20 points), and termination for default status (pass/fail), with up to 100 additional points potentially awarded through interviews with highest-ranked proposers. The City anticipates issuing a Notice of Intent to Award by May 5, 2026, with contract negotiations commencing by May 12, 2026.

The selected consultant must be a Professional Engineer registered in Oregon and is required to obtain a City of Ashland business license prior to commencing work. All contractors on federally funded projects must obtain a DUNS number and register with SAM, and the consultant must comply with the City's living wage requirement of $19.44 per hour for contracts exceeding $27,163.00. Professional liability insurance of not less than $2,000,000 per claim, general liability insurance of not less than $2,000,000 per occurrence, and automobile liability insurance of not less than $1,000,000 per accident are mandatory requirements. The work is funded through multiple sources including the federal Safe Drinking Water Revolving Loan Funds administered through Business Oregon, the Water Infrastructure Finance and Innovation Act, and local or private partnership funds. No specific contract award value or budget range is provided in the RFP documentation, and no incumbent vendors, set-aside designations, or disadvantaged enterprise restrictions are identified.
