About this opportunity
The City of Portland Bureau of Transportation issued ITB #00002491 for the supply of metal street light poles under a 5-year price agreement, with proposals due February 4, 2025. The Notice of Intent to Award, dated February 27, 2025, identifies two successful bidders — Continental Pole & Lighting of Happy Valley, Oregon and Aaken Corporation of Bend, Oregon — with contract award final seven calendar days after notice issuance.
Metal street light poles must comply with the City of Portland Standard Construction Specifications 2020, Section 00962 (Metal Illumination and Traffic Signal Supports) and Section 02560 (Fasteners), and Street Lighting Cobra-head Pole Details drawing P-651. The pricing schedule includes ten line items: cobra-head street light poles in aluminum and steel at 25 to 40 feet, supplied in bulk orders of 12 poles, and cobra-head mast arms in aluminum and steel ranging from 4 to 15 feet, with estimated annual usage and lead times (0 to 20 days) specified per item. The City estimates annual spend between $100,000 and $250,000 and makes no guarantee of minimum purchase quantities. Award consideration was based on lowest price per item and bidder breadth and depth of product offerings. Pricing is firm for the first six months; adjustments are permitted every six months thereafter on an FOB Origin Freight Prepay and Add basis.
The 5-year agreement is non-exclusive and allows the City to purchase the same or similar goods from alternative providers. Contractors must commence work within seven calendar days of Notice to Proceed. Payment is Net 30 via ACH. All bidders must be EEO-certified and comply with the City's Equal Benefits Program. A reciprocal preference provision applies whereby the City increases out-of-state bidders' prices by a percentage equal to the preference their home state grants to local bidders. Intergovernmental cooperative purchasing allows successful bidders to extend identical prices and terms to other public agencies with quarterly usage reporting required.
Delivery is directed to 3150 N Mississippi Avenue, Portland, Oregon 97227, with Tom Bennett at 2929 N Kerby Avenue as PBOT project manager.
