About this opportunity
City of Hampton, Virginia is soliciting sealed bids under ITB 27-15/TM for the Little Back River Road Reconstruction, with bids due November 3, 2026 at 10:00 a.m. ET. Bidders must be prequalified with VDOT at any prequalified level, with waivers available for Subcontractor Only, Probationary, Currently Inactive, and Conditional prequalification levels. Addendum No. 1 requires all subcontractors to be VDOT prequalified, except specialty contract items, service providers, engineers, consultants, manufacturers, suppliers, and haulers as specified in VDOT Road and Bridge Specification Section 105.06(c). The project carries a DBE contract goal of zero percent (0%), and DBE forms C-49, C-110, C-111, and C-112 are not required.
The work installs pedestrian facilities on both sides of Little Back River Road: an asphalt shared-use path on the west side between Lamington Road and Oakville Road, and a concrete sidewalk on the east side between Riverchase Drive and the existing sidewalk between Rosewood Drive and Westphal Drive. The bid schedule contains 62 line items covering mobilization, traffic maintenance, surveying, clearing and grubbing, erosion and sediment control, excavation, materials, concrete work, drainage structures, signage, and line marking. Addendum No. 1 clarifies the asphalt shared-use path and surface mill and overlay areas by plan sheet and station range, and bidders must acknowledge the addendum with their submission.
Bidders must hold a Virginia Contractor's License and Virginia contractor registration, with contractor licensing required under 23 CFR 635.110. Required insurance includes Commercial General Liability of $1 million per occurrence and $2 million aggregate, Business Automobile Liability of $1 million, and Umbrella or Excess Liability of $5 million. Bid security is 5% of the bid amount, and performance and payment bonds of 100% each are due within ten calendar days of award. The contract time limit is 550 days from the Notice to Proceed, with work commencing within ten calendar days of that notice.
The project is federally funded under VDOT Project No. U000-114-315/UPC 109304 and Federal Aid Project No. STP-5A03(997), governed by VDOT Road and Bridge Specifications (2020) and the Locally Administered Projects Manual. Bids are submitted to the Consolidated Procurement Office at 1 Franklin Street, Suite 345, Hampton, VA 23669, or electronically via DemandStar, with Gary Sightler, Director of Procurement, serving as bid opener. The non-mandatory pre-bid conference on October 13, 2026 and the pre-bid question deadline of October 20, 2026 have passed.
