About this file
This is Addendum No. 1 to RFP 27-15/TM for the Little Back River Road Reconstruction project issued by the City of Hampton, Virginia on October 22, 2026. The project involves installing pedestrian facilities on both sides of Little Back River Road, including an asphalt shared-use path on the west side between Lamington Road and Oakville Road and a concrete sidewalk on the east side between Riverchase Drive and the existing sidewalk between Rosewood Drive and Westphal Drive. The original solicitation was issued on September 29, 2026, with bids due on November 3, 2026 at 10:00 a.m. This addendum addresses bidder questions and clarifies project specifications. Acknowledgment of this addendum is required or the bid may not be considered. All other terms and conditions of the Invitation for Bid remain unchanged.
The addendum provides two critical clarifications for bidders. First, all subcontractors on the project must be VDOT prequalified, with the exception of specialty contract items, service providers, engineers, consultants, manufacturers, suppliers, and haulers as specified in VDOT Road and Bridge Specification Section 105.06(c). Second, the addendum clarifies the asphalt items shown on plan sheets, specifying that the proposed asphalt shared-use path is represented by dark gray shaded areas generally located near the right-of-way line on the northwest side between Station 111+70 and 138+15, while the asphalt pavement surface mill and overlay is represented by light gray areas on the southeast half between Station 101+00 and 130+40 and on the northwest half between Station 123+80 and 138+50. Bidders must acknowledge receipt of this addendum with their submission.
