The procurement consists of asphalt removal, replacement, and storm drain work across three defined areas at the Wichita Center for Family and Community. The base bid (Area A) includes removal and replacement of approximately 9,600 square feet of asphalt, removal and repair of blockages to four existing downspouts and storm drains, and connection of one additional downspout to the storm water system. Alternate Bid #1 (Area B) encompasses removal and replacement of approximately 7,500 square feet of asphalt, restriping of existing parking spots, removal and replacement of parking curb stops, and repairing and reconnecting one downspout/storm drain. Alternate Bid #2 (Area C) involves replacing the current gravel path with asphalt. Key deliverables include prevailing wage reporting, final inspection documentation, and any required permits. Contractors must comply with Oregon Bureau of Labor and Industries prevailing wage requirements with rates effective January 5, 2026, and amended February 18, 2026, and must be registered with the Oregon Construction Contractors Board or applicable state licensing board prior to bid opening. A mandatory pre-bid conference is scheduled for Thursday, April 9, 2026, at 10:00 AM at the Wichita Center, with the final day for questions being April 21, 2026. Sealed bids are due by 2:00 PM Pacific Time on Tuesday, April 28, 2026, with the bid opening to occur immediately thereafter. The estimated notice to proceed is May 11, 2026, with construction beginning July 1, 2026, substantial completion required by August 22, 2026, and final completion by September 4, 2026. Liquidated damages are assessed at $1,000 per calendar day for delays beyond the substantial completion date.
The District encourages bids from minority-owned, women-owned, emerging small businesses, and service-disabled veteran-owned businesses and gives preference to goods and services manufactured or produced in Oregon when price, fitness, availability, and quality are equal. No incumbent vendors or current contractors are identified in the procurement documents. Bidders must submit a bid bond equal to 10 percent of the total bid amount and must provide performance and payment bonds equal to the full contract price. All workers, including employees and first-tier subcontractors, must pass background checks through the District's Human Resources Department using third-party provider CRIS, with contractors required to provide employee information including names, email addresses, phone numbers, dates of birth, and the last four digits of Social Security numbers. Contractors must maintain comprehensive insurance coverage including workers' compensation at statutory limits, commercial general liability of not less than $2,000,000 per occurrence and $2,000,000 annual aggregate, automobile liability of not less than $1,000,000 per occurrence and $2,000,000 annual aggregate, and professional liability where applicable of not less than $1,000,000 per occurrence and $1,000,000 annual aggregate. The contractor must implement a drug-testing program for employees and develop a comprehensive project safety plan addressing fall protection, hazardous materials, confined spaces, fire prevention, and emergency response.
