The City of Little Rock, Arkansas (Pulaski County) has issued Invitation to Bid (ITB) 233076 for comprehensive courier services to support municipal operations across multiple city facilities, departments, and special locations. The procurement seeks a qualified vendor authorized to operate in Arkansas to provide timely, secure, and reliable pickup and delivery of documents and materials, including scheduled routes (City Hall Walk Around, City Hall Drive Around, general Drive Around), Hot Shot deliveries (within one to two hours of request), Friday Pony routes for city officials (2:00 p.m. to 7:30 p.m.), Bulk Volume Delivery (within four hours of request), and Print Shop Deliveries (10:00 a.m. to 2:00 p.m.). Services will encompass approximately 40+ city facilities throughout Little Rock and Mabelvale, with City Hall (500 W. Markham Street) serving as the primary pickup and delivery point. Prospective bidders must possess a current State of Arkansas business license, demonstrate five years of relevant contracting experience, maintain comprehensive general liability insurance ($1,000,000), personal injury coverage ($1,000,000), property damage coverage ($1,000,000), and statutory workers' compensation insurance naming the City as an additional insured, while meeting all Americans with Disabilities Act compliance requirements. Vendor questions are due by May 8, 2026, with bid submissions required by May 15, 2026, at 10:00 a.m. Central Time; bid opening will occur on May 15, 2026, at 10:15 a.m. via Microsoft Teams. The contract will be awarded on an "all or none basis" to the lowest qualified bidder, with pricing valid for ninety days following bid opening and no additional charges permitted without written City approval. Upon mutual agreement, the contract may be renewed for up to two additional one-year terms or portions thereof, with the City following standard thirty-day net payment terms.
Bidders must comply with mandatory Combined Certifications for Contracting, including non-boycott provisions applicable based on contract value thresholds: Israel Boycott Restriction for contracts $1,000 or greater, Illegal Immigrant Restriction for contracts $25,000 or greater, and Energy, Fossil Fuel, Firearms, and Ammunition Industries Boycott Restriction for contracts $75,000 or greater. The contract is governed by Arkansas law with exclusive venue in Pulaski County, Arkansas, and the City reserves the right to terminate for cause or convenience with at least fifteen calendar days' written notice and to audit contractor records at any time during the contract term or within five years thereafter.
